should presidential hopefuls need a more numbers based manifesto?

In a lot of pre-election manifestos a lot of silly promises are made(such as invade Ireland) but what about more substantial things, such as everybodies favourite: Money.
The question is: should manifestos include real numbers on a) how much in taxes we will collect b) where we are going to spend it and c) what to do with any left over money. Also should there be a budget report once a month?
