SantaLeaks III (10K CC prize)

Ever since I was a young lad, I’ve had a close and intimate relationship with Mr Santa Clause. As a child, this was great as I could put the bastards I didn’t like on Santa’s naughty list and ensure they didn’t get any present. More recently, I have used this relationship to get a sneak peek on peoples wish lists and create this competition. I ran it a few years back, but the prices weren’t so nice. This year I decided to give something we all want, CASH. More specifically 10 000CC for the winner each round.
The Rules
There will be 3 rounds, each with a 10 000CC reward for the winner. The competition will run 24 hours from the release of the article. And what you have to do is guess whose Christmas List I have leaked.
1) You have to be a British Citizen.
2) You can guess as many times as you want. (only 1 name per comment, if your comment contains more than one name it will not be taken into consideration.)
After the initial 24H I will comment with a number under all correct answers and then use a random number generator to pick the winner. If no one guesses the correct name, then the price will be moved over to next round.
Todays leaked list contains
A Top Fighter Achievement (One of the few achievements I don't have)
Some Perception Training Grounds (It'd be great to see how that would affect the military module)
A Local Government (Mayors and City Councilors) (When introduced that module seemed like it could really liven up politics however since it's introduction it's sat their tantalisingly not fully implemented)

Hmm, this one's actually hard. I'ma go with Ludgate because the person in question used "tantalisingly" in a sentence (even though "their" instead of "there" is messing with my instincts).
😃 like the logic, but I'm more than a few medals short.
I took that into into consideration, too, and you're only missing 4, which I would call a few 😛 Either way will be interesting to who it was.
