Russia still leaderless

Russia has tried again to impeach there permabanned president. They failed.

There president has been banned for weeks. They tried to impeach him on congressional election day to maximize votes. 51 people voted even though russia only has 40 congressional seats. The Russian congress was not able to acheive the 66% of the vote to impeach a president. What does this mean?

Russia, a would be x-factor in the war in asia, is idle. They cannot perform blocking attacks, region swaps, and can't retreat if they are attacked. This is a great advantage for the allies as Russia has a powerful miltary force.

It is likely that they will have another impeachment attempt soon, but until then they are powerless.
