If Grouth is impeached, Raigirdas will assume power. In the past, he's been labeled as a PTOer, and should not be given the power.

At the same time, with Grouth permanently banned, there's a problem until the next 5th.

Is it better to be PTOed or have no acting President?

Yeah, it's possible, because he was the 'runner-up' in the elections.

When a President is impeached, the player with the second most votes resumes the role as acting President. :/
