I just completed reading the article " Breaking - War by Other Means" published by "Information Dissemination."http://www.erepublik.com/en/article/-breaking-war-by-other-means-romanian-edition--723236/1 I gave myself a minute to find some methods for countries to protect against these - undisputedly creative - ways to hostile actions, coups or other passive forms of war.

Ok, it is not an impossible trick to coup a nation, examples in e-history are various, it just needs one to few groups to organize a mass-movement to a country in where the power is shortly after taken over. Now we have an example how to grab an e-countrys' economic balls and throw them to the shaker. Protection needed? Here are few suggestions, that needs slighty attention from the game developers, and masses behind to promote these forward - that is, if these ideas are good enough for promoting. Votes and comments are absolutely needed for showing the necessity, value and flaws of these ideas.

Suggestion 1: Account taxation, currency exchange under export restrictions and currency under export tax - weapons with two sides.

At the moment, anyone from anywhere can buy any currency from any e-country as much as they please, so it is relatively easy to affect (rea😛 defect) the economy of an e-country. To protect against possible defects of such actions, the state's leaders ought to be able to tax the outbound currency movement, say, by activating export toll for outbounding currency exported via monetary market, no matter what that particular currency is. Furthermore, there might be need to restrict that outbound flow, so there should be a law restricting the amount of the currency allowed to export via monetary market. Even further, trade embargo action should freeze the outbound currency exchange to the affected country as well, though I don't know, if it already works that way. Naturally, e-citizen's personal wealth (all bank accounts) are ineffected, this takes place only in monetary market. Optionally, the bank accounts, which are not located in citizens current e-country, would be subject of "foreign capital tax", thus minimizing a little the affects and defects of outbound currency exchange to e-country's overall economical basis. Everything mentioned before by the decision of the heads of the state, ofcourse. One more worth consideration is to set personal money donations outbounds under tax. I'll explain my views of potential benefits and defects below.

Benefits:
1)Export toll:
-The state gets its "protection" against hostile outbound currency exchange. Foreign buyer needs to pay the tax as well as the foreign seller.
-Getting a little extra revenue for the state.
2)Currency export limits per e-day:
-Limits makes possible to analyze and restrict better the potential threats that may defect the e-country's economical base.
-This may also create some sensibility and stability in exchange rates.
3)Foreign capital tax:
-If the first two laws are active and efficient, FCT's impact is merely a droplet of the whole scheme, but nevertheless it reduces the motivation for malicious monetary transactions outbounds, meaning that the monetary-coup's (made by undercover moles) funding may be made more difficult.
4)Money donation tax:
-While the impacts against hostilities are quite minor, this might reduce the criminal benefits of eGlobal multi-accounting, meaning that donating to the host would be made less lucrative. Just an idea, really, nothing more.
-Black market would generate at least something for the state, while now the state benefits from scarce to naught out of the rather lucrative fruits of the black market.

Defects:
1)Export toll:
-Honest business might suffer fron this law, it is up to the state how much, or at all.
-Inbound movement would face some defects due the difficulties of preparations. Not necessarily that bad, if e-country suffers of the unwanted immigrants, whoever they are.
-Helping the oppressed people would face serious problems, especially if the e-country's tendence is full-scale monetary isolationism.
2)Currency export limits:
-If misplaced or out-of-scale, again the honest business takes the bullet. But then again, it is up to the management of the state...
-If, again, out-of-scale, the migration flow may suffer, even stop completely.
-If set to zero, or trade embargo, helping oppressed people gets very hard.
3)FCT:
-Honest e-citizens and wanted immigrants are hurt, if all currencies aren't traded to gold before movement. Also the honest current-to-current trade gets hurt.
4)Money donation tax:
-Defects the personal loans, lottery systems, party donations and all other "free" currency transactions. Hits too easily too hard, if misplaced.
-Like before, helping oppressed might get hard, combined to all before even impossible.

Also, if wanted, the whole monetary business could be run through national bank organization, though it might be one step too far in this case.

This definately means serious fixing of the game by developers, and will surely not be an overnight-show, so consider this as an idea of improvement rather than imperative of immediate action.

Suggestion 2: E-Visas between countries - a thing against political coups, a boogieman for free-movement-society

Free movement is idealistical value, and in paradise it would be the one basic value among the war-free atmosphere, free-speech-absolute, honest commerce, multi-free e-citizens, 100% employment rate etc... Here, in the real e-world, is always the group of visionaries that misuses their gift of creativity. I am concerned over people living under society not their own and full of cleptocrats, dark schemes, backstabbers - crooks in one word. So something is got to give, I say: lift the free migration, implement the visas! Who is able to decide who is allowed to enter the e-country? The country management, naturally, which manager is up to the e-state. Visa-system should be base on common trust - at the beginning everyone has visa to everywhere, then e-country management decides wether to break the visa-pact of the nation or not. Visa-pact can also be single-sided, if wished. Broken visa-pact can then be issued again, if the country wishes so. This might also need security time, say, 72h or so, if the state management is suspected to be lawless. The foreign minister or president may also permit (by the allowance of the other statesmen, if seen necessary, sort this out amongst yourselves, I am just throwing ideas) personal visas to the individuals contacting them. From where I stand, the free migration has come to its end, and this is necessary.

Suggestion 3: A chance to rebel without resistance war

Imagine: all mentioned before, active in a country with an oppressive management... A living hell, right? So there must be a way to free the people from this kind of rule. The answer: Rebel! Now I am talking about a serious weapon here that should be used both for free and with a SERIOUS CAUTIOUSNESS! So therefore something must be done before one can start a rebellion. If felt, that admin intervention in this case is required, then the admins should be the instance that decides about the rebellion. However if wished, the rebellion might be allowed by other states, result decided by the simple majority. And ofcourse there is the middle way - first the "league of states" concerning every state makes the decision, and if still felt a need for a rebellion, rebellions may appeal for the admins to solve the issue.
