An interesting discussion started on the Military forum and a lot of questions appeared.

Here are our answers:
1. The rumor is that the war engine will be turned on in March?
- Yes, we want to implement a beta version of the war system at the end of March (its not a rumor, it was in a previous post).
2. The rumor is that a high amount of GDP is needed for war from both the attacker and defender?
- No, but will cost gold to start a war.
3. Will a war occur only across bordering countries?
- Usually, yes, but there will be some exceptions (USA, Japan, Australia, etc.)
4. If a war can occur across non-bordering countries, will the intermediate country have to allow access, or will that country have to be attacked first?
- No, there will be no intermediate access.
5. Will you have to have a navy to attack an island nation?
- Not in the beta it might be the case later
6. Will all soldiers attacking need moving tickets?
- No but for those who have transport companies do not worry those tickets will become very useful when wars start. We are also working on another type of activity that will require moving tickets.
7. Soldiers that are attacking are not producing as employees. Will the attacking country have to purchase food to last the war period (supplies).
- You can attack even if you are an employee. Still, there will be Guardians that will be paid soldiers and will be able to defend regions, not attack. (Also don't forget that a wounded soldier is less productive when he works).
8. Are all wars surprise attacks, or must they be announced?
- Will be announced 12 or 24 hours pre-war period.
9. If they are announced, shall we post it in the contracts section?
- Not necessary
10. Can we use two weapons?
- No. One weapon only is used for each fight.
11. Will we need to have soldiers on standby in a region in order to repel an attack at all, or risk being overrun?
- It's recommended to have Guardians defending those regions.
12. How do you intend to make it a dynamic process? Or is it just a calculation of numbers of soldiers and strength versus the opposing country?
- We are trying to find the best solution. We are thinking more of calculations plus hazard on battles 1vs1, we will also try to spice it up a little with basic animations (don't worry still browser based, no 1 500 Meg 3D cards required)
13. What about having fighting styles to add flavor?
- This sounds interesting but in the first version of the war module it will not be implemented.
14. Is there any financial advantage for the winning country at war? How does it work?
- The main advantage is ruling the occupied regions and receiving local taxes.
15. If all of a country's territories are taken over, is it truly gone forever? If so, what if a country does succeed in taking over the world?
- First of all the Guardians will have a small advantage so it's easier to defend than to attack. Second, implementing the Fight for Freedom module will make it hard for countries that occupy enemy territories to keep them without having big military costs (i.e.: Empires are possible but the bigger they are the harder it is to keep them)
Congressmen
On the 1st of February there will be a new round of elections for the President and Congressmen seats in all 43 Erepublik countries. We all should start preparing for it. One decision that we are considering depending on your feedback is to limit the number of Congressmen in each country. At the moment the number of Congressmen is equal to 1/10 of the country population with a maximum of 100. Still, we think that a maximum of 40 congressmen would be more reasonable. What do you think?

Yes, 40 sounds good to me. More than that doesn't make much sense, and soon becomes unmanageable in terms of voting laws.

Thanks for making stuff more clear with the war, but I still don't get it, can you attack non-bordering countries. And I don't know about the congressmen thing, it's cool the way it is now.
@Koroush - thanks a lot, we've just uploaded the new country stats and we are really proud of them (we've worked a lot there). We still want to make some fine tunning there and then we will make an article about it. About the country spying: that's fine in some limits. If you search you should be able to check what new laws are discussed in other country Congress.
@iepurilah - a country will be able to attack just bordering countries. Exceptions will be made for some countries as Australia, UK, USA, Japan...
Hey admin. Will the exception also be made for Israel? Because we lack bordering countries
40 congressman is much more reasonable. too many inactive congressman in the USA

They have two bordering countries, as Spain; and Portugal or Canada has a worst situation.
wow! really love the new country pages. I know you've put a LOT of work into that recently. Agree that limiting congress is good. But how about 50 congressmen?
I assume people don't know that having even number of congress member wouldn't work so well. Whichever number you have, have one extra so that the votes don't get tie.

Yes, I agree with Mr. Vincent Vega. You should define clearly what is or is not a border. Portugal has only one land border with another country (Spain), but has a large coast (considering the country's size). Exactly how vulnerable are we to naval attacks?
And once again, you forgot to explain "defeat" in a battle.
Less Congressmen? PLEASE. I think it's absurd as to the number of current Congressmen, at least in the US that is. Many of them aren't even active. If you compare the votes from previous presidential proposals (try saying that 10 times fast), and the current ones, in comparison to the current congressmen, then you'll find that only a fraction of congressmen contribute their opinions... Anyways, good overall update. I didn't think that you guys were going to take those questions from the forum topic and place them into a Daily Erepublik article, but I guess it was necessary.
That's why it makes sense reducing the number of electable officials - because so many congressmen seem to be inactive, and the Admins (and others like me) expect the reduction will only leave the inactive ones out of Congress. That's what I think, at least.
Here's a new question, what if an occupied nation wants to rebel?

Yes, please, make the number of congressmen 39 or 41, but no 40 in orther to avoid balanced votations and, could you explain how Finland, with much less soldiers and lower strenght rate is the 3rd military ranked country and we are the 36??
Below 100 congressmen sounds great but keep it an uneven number to prevent stand-offs in the voting.

Why shouldn't there be more than 40? Why not make it alterable by the President?
In the real world, different countries have different levels of people per seat.
In Ireland, it is roughly 30,000 people per seat.
In the UK, it is roughly 120,000 people per seat (and we still manage 670).
It can present a case of "too many cooks spoil the broth" or "too much power in too few hands" scenarios. Don't limit it!
And to reply to the "there are too many inactive congressmen in the US", well, don't vote for them then.
99 Congressmen should be great, why make it lower? There are lots of congressmen that do not log in every day and subsequently miss votings. That makes the probability for skewed results in voting so much greater with few congressmen especially if these congressmen aren't selected based on their activity in the game.

40 Congressmen is far too few. It will result in the marginalization of viewpoints and an eventual collapse into a two or three party system. 100 representatives is far more desirable as it will encourage a multitude of views to be expressed and new policies to be explored.
There should be a minimum number of congressmen to. To take an example. In South Africa there is 23 people. 1/10 of 23 people is 2,3. That means 2 congressmen. Yay democracy. minimum 5 congressmen!
An other possibility would be that if the number of citizens are under 100 then its 1/5 or something.
Keep the number of congressman a odd number. As a few members stated the amount of congressman shall be a bit higher for smaller countries to ensure som sort of democracy. Maximum amount of 39, 41, 43 is good for now since the activity needed is not enough today. But consider future changes in that...
I believe the best way to figure out congressmen would be to just take two or so from each region, and three from the capital of the country, so the numbers are odd. That way, each region's populous could be, potentially, represented by both sides of the public's views, with two different party members. Who knows. Maybe even have each congressman need to be from the region. And elected by the regions. I dont know. That is just my opinion.

In general, 25 congressmen would be right. In fact, each one gets 100 political points, more than a mayor.

i'd say to start with 30 congressman, we are still in beta and there isn't as much traffic expected however the original values could work once erepublik becomes public
But what happens when f.eks Sweden attack Norway, and Norway have a defence allianse with some other countries Like Great Brittain. Can GB come to Norways aid then, having Brittish guardians in Norway or perhaps attack sweden?

About the congress..
I agree 40 sounds good.
The capability to attack non-neighboring countries should be determined by the INGAME strength of countries.
The IRL strength of countries is irrelevant.
Make it so that all can attack non-neighboring countries, but the smaller a country is the less attacking force can be transported.
Im looking for these great features. 🙂

An even number would work fine if you also give the President a tie-breaker vote.
The number of seats of the Congress may depends ont the number of regions in a country with a minimum of 40 (why not) as suggested by the eRepublik team.
A conquerant country, growing by invading foreign regions, should increase the number of seats of its Congress. It also could create governors for foreign regions obtained with fights. Governors may seat in the national Congress for a short time until the region become a national region (versus an occupied foreign region)
If we could follow these examples it would be nice...
