Reasoning Behind the Incorporation of Military Pay
Acknowledging that this is a proposal, that’s long overdue, as a Minister of Defense of eBulgaria, I propose the following Military Pay System. The reasons for doing this are plenty:
1) It stimulates citizen to develop their military skill,
2) It improves the organization of the Bulgarian Army(BA), by means of stimulating soldiers to directly communicate with BA on a weekly basis,
3) Financial help for 95% of the active Bulgarian citizen.(see below for Military Pay amounts),
4) It encourages the spending and the war preparedness of eBulgarian citizen.
As well as many others.

Distribution of Military Pay
To qualify for an active soldier, you have to register at http://ebulgaria.9.forumer.com/ or you have to contact bulgarianarmy@abv.bg . After this you will be placed in a division, according to military skill and social status. In order to qualify for payment, each Sunday, the active soldiers have to send an email to: bulgarianarmy@abv.bg with the following text(the data is only for sample purposes):

Military Pay Owe😛 12.5 BGN.

Military Pay Amount (the first numbers mean time of peace, while the second mean wartime. After the President declares a State of War or stationing of troops in another country, the wartime pay becomes effective immediately, respectively for all soldiers or for the members of the stationed military units):

Skill under 3.50 - 8 BGN / 16 BGN
Skill from 3.50 to 4.99 – 10 BGN / 20 BGN
Skill 5.02 and above – 12 BGN / 24 BGN

Additional Pay for Rank(in BGN):

Private: +1 / +2
Corporal: +1.5 / +3
Sargeant: +2 / +4
Leutenant: + 3 / +6
Captain: +4 / +8
Colonel: +5 / +10
General: +6 / +12
Field Marshal: +7 / +14

Financing and burden to the budget.

In my opinion, we can expect no more than 100 citizen to be active and send the required email. With average military pay of 10-12 BGN, the burden on the budget will be at most about 5000 BGN per month. This money should be transferred to Bulgarian Army SO from BNB as follows – 5000BGN to start and then according to the funds spent durgin the previous month, every last Tuesday of the month.

Closing remarks.

Even if it seems a small sum of money, in my opinion 9 BGN a week for a new citizen is not that insignificant. This is the equivalent of a salary increase of 1.28 BGN(tax exempt) a day, that will be sponsored by the country’s budget. The same stands for older citizen, although in a less significant fashion. If a proposal comes for increasing the amount of Military Pay, I’ll be open to discussion, but for now - the country’s budget is not set by me alone.

Ideally I’d like to see as broad discussion on this as possible and simple “YES” and “NO” voting once you’ve made up your mind. In view of the importance of this decision, I think it should pass if more than 2/3 of all voted support it in a 48 hour period.

P.S. I'd very much like to take credit for this idea, but the truth is, it has been 95% borrowed from the e-american army. I still think it's a very good system and we should adopt it.
