The Scenario is basically: You have an MU funded by your country with ties to another EDEN country (Australia). eAus has decided to withdraw from EDEN. As a result, China invades. The MU starts and fights in various RWs. The Chinese government demands that Canada be kicked out of EDEN for supportingt terrorism.
THIS IS ALL SPECULATION!!!!!!!!!!!!!!
Firstly, issue an executive order to deny funding to the MU for violating the MU Funding Act until they stop hitting for the Resistance vs China. As CP, I'd say "eCanada will not fund you so long as you blatantly violate the MU Funding Act voted into law by Congress. You are fighting against allies, and until you stop, you will be treated as such. While I admire your loyalty to a nation to which you have ties, eChina is the ally at this point in time, not eAustralia. Therefore, the eCanadian government cannot fund you until you cease attacking an ally's interests."
Secondly, start a court case vs the MU commander for treason. Charges would be dropped IF the MU stops hitting for the Resistance BEFORE the case ends. If the MU ceases AFTER, I would issue a Presidential Pardon at the end of my term.
A) As soon as the Exec order goes through, inform the Chinese that the MU is no longer being funded by eCanada. Formally ask them to withdraw their request to boot eCanada from EDEN. If they accept, problem solved. If not, see 😎

C) As a last resort, call out the Chinese for being irrational. Also call them out for invading and alienating a neutral country when they could be helping their allies.
I doubt that I would have to resort to plan C), but who knows, maybe someone would be this irrational…

Just because a country leaves Eden or Terra doesn't necessarily mean they are no longer allies. Allies can be neutral countries as well. As long as you have an MPP with a country they are your allies.

What if your Exec order doesn't go through? You are taking that for granted. Congress has a will of its own and the CP cannot dictate what they say and do. Your executive order will be evaluated and debated on its merits, then they will vote to support or kill it.

How do you know its the Commander? The scenario said "the MU". Maybe it was a captain, maybe it was a group of the MU members, how do you know? I think its important to provide the MU with a short window to explain themselves and put them on notice of the consequences. What if this MU has reliable and relevant dirt on China that justifies everything?

Seriously? The scenario is silent on this however it is implied that these Chinese colonies existed prior Australia leaving EDEN. Without additional information, it is a foreign affairs blunder to accuse your ally of being irrational on the word of a neutral country. Canada has worked hard to improve its rep as an ally, this rep would be blemished with a false accusation. China has good reason to expect its EDEN allies to support them in maintaining their colonies, they will need a better reason than "your nuts" to justify what Foreign Legion did.
I'll echo what addy said about alienating allies. Maybe they are irrational, it musn't be an excuse however that we will go full swing at them and damage beyond repair our relation with them.
For the rest, I think it goes along what is expected of you. Good job.

Exec Order: I think this would almost definitely go through since there is no real controversy, they were fighting against allies.
Court Case: i thought it was implied that should they provide a reasonable excuse, charges would be dropped.
As for Irrationality, wouldn't it be irrational to still want to kick us out of EDEN after we had done everything in our power to stop the MU? If there was a physical barrier against fighting, I'd have included it in my response to this scenario.
Your points are valid though, I should be clearer (i'm wrote it on my phone so I wasn't keen on doing a book).
