Presidential Platform: Domestic Affairs & Finance

As promised, today is the 20th, and here is my Finance, and Domestic Affairs Platforms.

Taxes: My stance on taxes is a simple one, keep them as low as feasibly possible. What I mean by that is, if our budget allows it, lowering income taxes should be a priority. The more money in the hands of our citizens, the better. I am in favour of our current import/VAT tax setup which, I will try to ensure that these remain the same.

Budget: The modifications that I make to the budget will be very minimal. My hope is to keep up funding for all divisions for the government, and cut funding where it is not needed, and provide more funding where it is needed. Once again, some simple goals that all administrations should have in mind.

All in all, my plan for the current Finance/Economic Ministries remains fairly untouched. So, where's this reform that I promised?

The Ministry of Trade & Banking: Bonds have been a great way to bring more money to the citizens, but bonds are no longer a viable option because of the current state of the canadian currency, and how volatile it is. With that said, I've come up with an alternative which the new Ministry of Trade & Banking will handle. We would open a eCanadian Bank.

Interest rates would be as follows (account holder chooses):

Constant Interest - 4%/month

Flex Interest - Based on the Performance of the Ministry

Deposits/Withdrawals would be recorded in a unique way. I decided that allowing withdrawals/deposits on any day of the month would cause havoc, so I've decided on an alternative.

First Month of Implementation (July):

On the 10th of July a deposit spreadsheet would be opened. People would donate to a new org, Ministry of Trade & Banking. People would be able to donate up until the 15th when the Minister of Trade & Banking would record all deposits, and their selected interest rate.

We would invest the money as follows:

60%: Foreign Profit Making Companies (Creation of Ministry of Foreign Industries)
20%: t'Jelle Bank
20%: t'Jelle ERX Stock

Any Following Months:

On the 10th we would open both a deposit and withdrawal spreadsheet.
People would be given 5 days to submit their requests and spreadsheets would again be closed on the 15th. Those who deposited in prior months and did not request a withdrawal would have their interest added to their account and that interest would then grow more interest for the following month. If they requested a withdrawal, the appropriate amount of money would be sent and whatever is left (if applicable) would continue to collect interest. New deposits would work exactly like in the First Month.`

Why Foreign Companies, t'Jelle Bank and t'Jelle ERX Stock?

Let me begin with Foreign Companies, the reason we are not opening more domestic companies is because of how over saturated the canadian market is with companies and products. We'll open companies in EDEN countries which will estimate an approximate 20%-30%/month based on the state of the market.

Next up is t'Jelle Bank, the interest gained from t'Jelle Bank would be minimal but t'Jelle allows for all funds to be withdrawn with 48 hour notice. On the 13th, if we determine there are more withdrawers than depositors we'll withdraw the appropriate amount of money. Now for t'Jelle ERX Stock: t'Jelle Stock spits out dividends on the 12th of every month, this works perfectly with our timeline, and the t'Jelle Stock is expected to bring in a fair amount of interest every month.

What happens if there is a enormous amount of withdrawals one month, and a very low amount of depositors?
Our first barrier would be the t'Jelle Stock Dividends. If that isn't enough, we would withdraw from t'jelle bank. From there, we would liquidate profits from all of the companies, and if that isn't enough, we have 2 more solutions:

- Government Backing: The Government can lend money to the program to help cover it one month.

- Wealthy Citizen Backing: Wealthy citizens would be contacted and would be asked to deposit some money, this money would collect 4%/month and would be required to be paid back on the following month.

The other reform for the Finance Department is the new Ministry of Foreign Industries which will be run by GoldFinger, our former Minister of Defence, and a very wealthy citizen who is very knowledgeable with the operation of companies. As I've previously explained the reasoning for the less emphasis on the Domestic Industries is the over saturation, my goal is to continue stock piling but quit the operation of any for profit domestic corporations. Our economy is hurting, we need to do everything we can to aid in it's recovery which start's with less companies.

Now, recently in eCanada, the Domestic front has been incredibly quiet. In fact, so quiet that it has been barely noticeable, this is something which must change for the betterment of eCanada. We have one of the lowest new citizen retainance rates in the entire eWorld, and with the coming of V2, it is vital that our Domestic system caters well for the transfer from the systems in V1 which we know so well to the new systems in V2 and in so doing, educates the citizens as to how these work effectively so that eCanada can progress towards a new era on strong and firm foundations. I fear that if we continue the way we are going, we shall be poorly prepared and the transition will not be a strong one. Therefore, I am proposing complete structural reform to the entire cluster of Ministries in the hope it will aid my goal of our Domestic Affairs being, perhaps, among the strongest in the entire eWorld. What I propose is to completely change the status quo and start getting Ministries which have long been stagnant and ineffective into hard working, efficient Ministries.

The structure of these Ministries will be a little different. The relevant Ministers will now be led by a chief of domestic affairs, who will govern the progress of the entire sector and have responsibility for the ambitious goals, staffing, structure and management of the progress of these Ministries. The person I have chosen for this position is JB Furglar who was a leading social reformist named Frank Furglar in his past in eSouth Africa, he has much experience and many ideas concerning eCanada's domestic policy and therefore I am happy to have him on board.

What do I mean by the Domestic cluster? Well, it covers the following Ministries:

Health care and Social Services
Education
Heritage
Communication
Immigration

In this article, I shall be detailing the different reforms to these different Ministries and the direction which I wish for them to go in, hopefully, eCanada will agree, much reform is needed and therefore, I have given drastic reform to all five Ministries in the hope that it will improve the performance greatly.

Communication

This Ministry, under my administration, will be focused on revolutionising the way eCanada communicates with its citizens. For starters, there will be more PM orientated methods of communication to all active citizens in the country encouraging prime initiatives like forum membership and !! to government newspapers. Also, Communication will set up a new newspaper syndicate to promote good journalism and begin to offer out awards for the best quality journalism in the country, this is a good way to keep budding journalists interested in eCanada and also a good way to promote government newspapers (Through support of those which are private).

There will also be the beginning of a proper streamlined communication service, to which mass !! will be encouraged through bi-daily articles which will be published in liason with every other department in the cluster and other departments in the government. Communication has a massive role to play in the government, which currently, it doesn't play. These ambitious goals allow for a large communications team, headed up by the current Minister and a much larger team to galvanize into action and become the vital area that it should have always been.

The goals for next term are:
Bi/Tri - Daily articles from the Ministry of Communication
The beginning for a media promotions scheme
A 10% Increase in MoC subscribers
The streamlining of communications systems throughout the government
Increased Importance placed on direct citizen communication

Healthcare and Social Services
This is a hard one to reform as the changes brought about by V2 are massive and far ranging, particularly on our healthcare system and with the introduction of 'Happiness' and indeed, new ways to raise and drop wellness, it is particularly pertinent that communication from healthcare to the people and indeed, rate of care rises. So, in collaboration with the eUniversity and the Ministry of Education, wellness education is to be at the forefront of all education, particularly if we want to increase our military strength and citizen retainance levels. Healthcare desperately needs to improve if it is to be ready for V2, because at the moment, it is not even nearly up to scratch, this is why I am replacing the current Minister with the highly driven, Sperry in my proposed cabinet list.

The goals for healthcare and social services for next term are as follows:
Provide a 30% increase in citizens assisted
Provide every single new citizen with easily accessible healthcare
Liase with the Ministry of Communication/eUniversity and use own communication systems to distribute healthcare education.

Heritage
The Heritage Ministry has been, as of late, extensively obsolete and indeed, particularly inefficient. Which is why, I feel that eCanada does not need it in next term's government, particularly with the reforms which are being achieved with the historical system in the eUniversity. Which is why I propose a merger between the Ministry of Heritage and the eUniversity, this will hopefully remove a lot of bureaucracy and confusion between the Education departments.

Education
Education has always been something of an unknown and variable quantity in eCanada, which has led to recent Ministers taking very different stances on the education of eCanadian citizens, which has often, led to great gaps and inefficiencies. In my term, this would be changed by vast and immediate reform. The Ministry of Education will be continuing the excellent work of Ace Blazer, who will return to this post in the next term. Mentorship will continue as it is, in the good state which it is. But education will also now focus on writing educational articles on new modules for citizens, alongside education on key prospects and forum promotion. They will liaise extensively with the Ministry of Communication for this, however, much of the information, will be written themselves, which will most likely be, their key duty this coming term.

The goals for Education are clear:
Continue with the mentorship scheme
Publish at least three articles a week educating citizens on the new modules

Immigration
Immigration should also get ready for V2 and I am a great believer in offering preferable entry to experienced citizens (Post security checks) over less experienced ones into eCanada, as they, in general, will be able to easily grasp the new concepts better and serve better on a military and governmental level than a citizen which is possibly, only a few days old. This priority should be categorised into a coherent system for immigration. However, the current work in immigration is good and I wish to see this continue. Hence me proposing to appoint Scotty Wilkinson to the position.

The goals for Immigration this month are simple, but very effective:
Preference to be given coherently to more experienced citizens
The speed of the process to increase to be as quick as it can possibly be.

I feel this covers the basic policies which I propose for Domestic Affairs. However, JB Furglar shall be overseeing many more new initiates, as will the individual Ministers throughout an 1ronman administration, I feel that this offers the optimum blend of hard work and new ideas which will lead to a successful transition of Domestic Affairs from V1 to V2. The changes are fairly great and far reaching and I will certainly have no qualms about making sure that the cluster of Ministries perform as effectively as possible.

Sneak Peak at the Department of Defense Platform:

Joint Chiefs of Staff (JCS)

The JCS addition of the Department of Defence will likely be the only addition. The MIlitary is run by very qualified and motivated people, but I believe this addition is a necessary one. Congress is not trained to make military decisions, these decisions often require special expertise which only certain people in eCanada have.

The Structure of JCS:

The JCS will be made up of 7 people, these 7 people will be chosen by the Prime Minister at the beginning of every term. Congress has the ability to vote to take someone off of the JCS, from there a new candidate would be put into his/her place. The JCS will take small amounts of power away from both the President and Congress and put it into a professional committee that knows their stuff. Congress will retain full control over Declarations of War, however, any other military action (attack/retreat) will be solely up to the JCS. Vote results of the JCS will be made available in Closed Door Congress, and only to the public if ordered by the President. (many decisions will sensitive for weeks, sometime months).
