The answer to Ep IV was Clermont, France. Pope Urban II scheduled the Council of Clermont to a mixed group of clergy and laymen where he announced the Catholic Church's intention to send aid to Byzantine Emperor Alexius I Komnenos in the form of a united Christian European expedition. From the correct entries, the winner is EUPHORBUS. Congrats!

Question
This King was an independent monarch outside of the Holy Roman Empire, but that did not stop him from becoming it's Emperor whilst still being King outside the Empire. His name, heritage, and the fact that he was immensely powerful and wealthy in his own right is what made him Emperor of the HRE.
