I applaud the development of a private bank in Russia, but at the moment it seems that bank must focus on gathering deposits in order to have funds to make loans available in the future.

As a result, I think it is still a wise procedure to make loans available from the nation.

I have asked 3 individuals to serve as the financial oversight commitee for the approval of these loans. These three individuals are: Gia Roberts, Ezra Rabinovich, aand W01f. Future loans to be approved will be approved on the consent of at least two of the three of these individuals. In cases where one of these individuals is the one requesting the loan, the loan can only be approved if both the other committee members and the President approve the loan.
