Open up Congress to More Parties!

It seems a mystery as to why in eUK it is only the top 5 parties (by membership) which are eligble for congress representation, when our European partners, such as Spain have as many as 11 parties representing them.

Now I can the potential that an increase in parties may reduce effectiveness of the congress and there could be more disagreements but surely does the current system not hinder the efforts of outskirt parties such as The Right Party and the PZP? The vast majority of people are more likely to join one of the "top 5" in order to get their opinion more likely to be heard in congress, which makes fringe parties even less likely to become one of the "top 5", so in effect the situation is a Catch-22; people do not join the smaller parties because they are not one of the top 5, therefore meaning that they cannot become one of the top 5.
That is why eUK Telegraph advocates an increase in the number of parties represented in Congress to at least 10 in order to develop the flowering democracy we have in the fine nation, just like our partners in Spain and the Netherlands to name a few.

I\'ve explained this before. Spain have Coalitions in which the parties outside the Top 5 send a few members to the Top 5 parties in exchange for a share of their Congress they get that parties votes. After the Elections those members return to the \"lower\" parties.
Also, we\'ve already worked on this. If you check Hassan\'s last update I believe you\'ll find a bill entitled \"Small Parties Representation in Congress\".
You are right! But I know that the small parties will get some representation in Congress. But not the right to vote! A small step in the good direction..
