New Game Feature: Capitulation Option

For those of you unaware Plato will be offering a new change to the game for the new year. I'm pretty excited about the change myself and I decided to write about it in advance of the change.

The new change allows for occupied nations to capitulate to the invader. By capitulating the government surrenders any natural and occupied territory not already controlled by the enemy. Capitulation also makes some changes to the mechanics for the nation capitulating; they will no longer hold elections for their own CP or Congress, but instead will participate in elections in the country they have capitulated to. For example, should Poland capitulate to Serbia their citizens would be given citizenship in Serbia and be able to participate in all Serbian elections.

This where things get interesting because each citizen is given the option of actually joining the nation or becoming part of the resistance movement for their country. If they choose to join the new nation they will retain citizenship in the occupying nation until they apply for citizenship in another nation. If they choose join the resistance movement however, they will only retain their new citizenship until they free their capital and 40% of their natual territory.

Resistance Movement

The resistance movement allows some features that make them more beneficial than being in a wiped nation. The first benefit of the resistance movement is that member of the resistance can influence enemy politics by being able to vote in their elections. The second benefit of the resistance movement is that membership in the resistance is only known to members of the resistance. During CP elections they get to vote in the occupying nation's election, but they also get to elect a resistance leader (only during the first election after capitulation) The resistance leader is the only member of the resistance that is made public so that they are able to negotiate with other nations on behalf of the resistance. The elections are only visible to members of the resistance and are permanent until the resistance movement ends unless an impeachment is passed.

The real benefit of a resistance movement over a wiped nation is that a resistance movement has all the financial capabilites of a nation with territories. The resistance leader is able to set tax rates and move money to government orgs. Members of the resistance movement are subject to the tax rate of the resistance only. They do not pay taxes to their new citizenship but only to the resistance movement.

As I stated above a resistance leader is permanent unless impeached. Impeachment during a resistance can be activated by any citizen with all members of the resistance able to participate in the vote. An impeachment can only be initiated three days prior to an election. This means they are available on the 2nd, 12th, and 22nd of each month. If an impeachment is initiated it still requires 66% of the vote. If successful any member of the resistance may nominate themselves for the position of Resistance Leader on the day before the next election. Once a candidate declares they need 5 supporters to make the ballot. Each supporter must put up 1000 cc to support the candidate. All cc for candidates who make the ballot is then deposited into the country treasury of the resistance movement. If not enough people support a candidate for them to make the ballot the money is refunded to the supporters.

Why I like this change.

This change allows for members of a community that is invaded to work together to not only free themselves but to harm the capabilities of their occupier internally. They can sieze control of a larger nation through internal politics and effectively harm their occupier through nefarious plots. This will help make the game more dynamic and interesting for members of occupied nations while also creating additional storylines that will increase interest and retention.
