The first time somebody said "this game is too simple" we ended up with hundreds of thousands of players leaving the game after V2/V3 mashup. Why do loudest players here keep forgetting that most players don't want this game to be complicated. Numbers speak for themselves: more than 400 000 players in V1, 60 000 today after all the the-game-is-too-simple arguments. People have RL lives, no need to yet again make them spend even more time here. This was supposed to be a 5 min/day game: work, train, fight. The rest was user created content. Making ingame mechanisms that force players to be more and more active to keep their communities afloat only makes them leave this game. 10 councillmen per region? You might as well delete all countries in this game, cause I've got news for you: most countries don't have that many voters, let alone politically active people. Hell, some countries cannot form a government which consists of only 6 people. While I usually appreciate your ideas, this game needs to be simplified, not even more complicated.
I do agree about congress members being elected as individuals, not parties.
These added features don't make the game more complicated for people who don't want it to be complicated, it's all choices for players to make if they want to take part, and the features don't require any extra time than the 5 minutes I've mentioned - congress is just under a different system and Councils are similar to Congress so players can just vote in the election if they wish.
As for 10 Councillors per region is to allow as many people as possible the chance, give new players a chance and more to do in the game! Some countries don't even have enough players to fill a congress but look that's the game as it's died. My focus is giving countries that are down and wiped more purpose.
Most important are other things... i will repeat my opinion (same comment as in earlier you article): first of all this game does not provide equal conditions/start positions for new players. An example new player in USA has much stronger start position than new player in Lithuania or any other smaller country not because of country management or community but because of admins made region(s) bonus policy. + how new player can compete in war vs "inf Kit" users, they can not take any medal and admins by adding "sky" rounds does not solve such issue (they told that it will solve but it does not...) as my "sky" rank is far away from new player's + when i am making ~1 mln + "sky" damage per week how new player can catch up? - it is impossible. So what motivation for new players can be to join this game? - honest speaking hard to find them... this is main reasons why we have reducing number of players last years in my opinion... (there are lot of more reasons but my mentioned are most important i think)
Fully agree they are a main problem but as I've said in the article, the game needs to make its money somehow and I don't see them turning off their revenue source.
That's why I think a broader political module could provide new players with something to play for as opposed to the current military module which has become the whole game.
Strength switch can be a solution somehow for new players.

People now and then have great ideas for the game but they are wasting their breath. Plato is either dead or does not care, either way the game will not get better.
Local elections will not work, it will bring a lot of mess nothing interesting at all. I think Country presidents should have salary , government members too also congress members this can make politics interesting and more concurence.
Remove true patriot medal benifits ,remove resistance war 7 days penalty if it fails , chabge the formula of determination to make it progress quicker, when one country is having rw its ability to fight should reduce in percentage, make q1-6 weapon companies parts of q7 and same with food, residence only if you have citizenship, remove market licenses ,remove direct war work ban etc

These idea's you have presented now are much better solution to the problems we are facing in-game than just simply erasing low populated countries, but it's still not the resolution to the problem of the players massively leaving game over the last few years.
There are so many possibilities to upgrade this game, but eRep Labs are simply not interested to change anything.
They probably earn enough money and make sufficient profits as it is now.
And also they are obviously favorising their compatriots.
The military module is dead because of the packs, and international politics is dead because of the unequal distribution of packs - there are much more packs on the Asterian side so that they can win everything.
We can create new modules to make the game more enjoyable for those who don't have fun in the ruined modules, in fact we do that for years by adding user created contents that are mostly independent from the game itself. These obviously don't solve the basic problem, and as long as there is no solution, we should try to decrease the imbalances, and avoid increasing them.
Residence to be restricted to the regions of the country of citizenship would be disadvategous for players of small countries who have holding companies and are fighting abroad compared to the citizens of big and powerful countries who have everything - bonuses, training wars at home, don't have to travel and enjoy the effect of their houses.
As for infrasturcture, logically - either its impact would be so big that it would exceed the imbalance effect caused by packs so that no regions with infrastructure could be conquered, or it would have less impact and then the infrastructure of the anti-Asteria countries would be constantly destroyed making it meaningless to build it.
To get hostile congress members into the congress of the conqueror country is an interesting idea. It is somewhat strange and unrealistic, but it could be fun.

Elem, lokalna uprava bi, na našim prostorima zasigurno, otvorila čitavo novo polje za pronevere i krađu. (Druga strana medalje).
Too many change for the developers. They would need a budget of 200,000,000 euros to implement all of this heretical game changes. 🙂

The problem is there are not enough active players for these changes...
