Florida is more valuable. It actually has a defense system, and a Q5 hospital.
All the more reason to get more people to California now that it has a Q5 hospital. Florida has no border with our enemies anymore, and already has a Q5 defense system so it needs less citizens.

If you move for any reason from Florida than go to California after. There is no need to move otherwise.
If you are in Florida and have no reason to move, look up people that aren't in CA and FL and offer them that ticket you would have used to get to CA. That will do the US more good.
