Not all kiwis were eborn here I wasnt and I imagine many others had to go through the totally disorganized process of immigration to the nz this genrally involves annoying many congressman until one of them lets you in so I propose a minister of immigration who controls all immigration.

pros
Congressmen dont have their time wasted
Immigrants know who they would have to contact
If a congressman approves cs for a candidate not approved by the minister we can see they may be a PTOER
