The "Jimmy Hole" - Reserve Disclosure - Party President Elections - Opposition to CBO Donations


THE JIMMY HOLE

Top News this week is the resignation of Speaker of the House Jimmy Cincinnati (SFP) just an hour before a vote on his impeachment passes.

Here's the events leading up to it:

On 2/8/18 Evry (AMP) opened a discussion suggesting a vote of No Confidence in the Speaker. Evry's reasons included
1. The Speaker taking too long to waive discussion on the NE of Croatia which passed 46-1
2. Failing to post a congressional sign-in thinking he needed forum mod authority to start a thread.
3. Failing to act on the budget vote thread after 24 hours, when votes are usually either closed or extended.
4. Not understanding and not asking how CBO money is distributed.
5. A politically biased discussion lock by one of the Speaker's deputies.

On 2/10/18 A vote of No Confidence was proposed, but did not gather the necessary support to move to a vote.

On 2/11/18 The Socialist Freedom Party released their radio show.

On 2/12/18 at 6:15pm forum time, Animis (TCP) opens a proposal for Impeachment of the Speaker citing a discussion in Private Congress about the Speaker leaking classified information in the SFP radio show.

On 2/13/18 at 3:09am forum time, senior congressperson Oblige (WTP), acting as interim moderator, moved the proposal to a vote having gathered the necessary support.

On 2/14/18 at 2:04am forum time, the Speaker announces his resignation and personally names deputy Bob Boudahili (FED) his replacement as described in Congressional code. At this point in time the impeachment vote was 18-11 in favor of impeachment with 3 abstaining and one hour left until the vote closed and impeachment is official.

This eleventh hour maneuver by the Speaker revealed a loophole that has been dubbed the "Jimmy Hole". The "Jimmy Hole" was promptly closed by Congress passing 22-5 on 2/16/18.

Some argue that opposition members of Congress or the Executive were out to remove Jimmy as SoH from the beginning, looking for anything they could use to make it happen. The severity of the damage done by the leak of classified information is debatable. What is not debatable, however, is that a functioning Congress depends on its rules and structure and its members have acted en masse to send a message to anyone who might try to undermine the years of work that have gone into establishing order and rule of law in our Constitution and Code. The question now is will Jimmy's Socialist Freedom Party move forward looking to improve the Code and the Legislative branch, or will they choose to cut the red tape and destroy it? Either way, it's going to be fun to watch.


RESERVE DISCLOSURE

On 2/12/18 3:30pm forum time Congress, led by the BSP, voted 17-15 to have the Congressional Budget Office provide a one-time disclosure of the current amount of currency in the Federal Reserve. This information was requested in order for Congress to make more informed decisions about our taxes and budget.

In response to this single disclosure, Congress then passed an amendment to the Code requiring the President or 5 members of the Select Committee on Intelligence approve future declassification of this information outside of the regular schedule. This vote passed 19-0 on Valentine's Day, but there is significant distrust and claims of Executive overreach among some of the 35 congress members who did not vote. SFP and BSP are the parties leading the charge against elitist Executive exclusion.

4. We do not like the forums. We keep an arms length distance from it and only use it when we need to. Keep the game where it should be, in the game, and not the forums.

DONATIONS TO CONGRESSIONAL BUDGET OFFICE

The 3% work tax we are currently paying isn't immediately available for most of our military spending. It goes directly into the Treasury. Congress can pay for Mutual Protection Pacts, but otherwise it just sits in the Treasury, growing and tempting potential invaders to try and take it. For most of our eLives, Congress has voted to donate this tax money from the Treasury (where it can't support our wars and can be taken by a dictator) to the Congressional Budget Office (where the President and SCI can use it to to pay for Combat Orders and any other Congressionally budgeted or emergency military expenses).

Every now and then, a contingent in Congress attempts to make a statement by voting against these daily donations from the Treasury to the Congressional Budget Office. Carlos3652 (TCP) wrote a piece on this not too long ago. The controversy has once again reared its head as 10-15 congresspersons clamoring for more inclusion, transparency, and lower taxes vote daily against the CBO donations in-game in an attempt to remove our Executive branch's ability to "unilaterally" spend our tax money. Meanwhile, a majority (about 30) members of Congress continue to vote in favor of the donations despite the classified nature of the balance, recognizing the role secrecy plays in our ability to remain unpredictable to our enemies. That leaves about 10-15 members of Congress who don't even bother to use their vote button. Are they just in it for the free Gold? Are they refusing to participate in protest?

This week, the closest the donation came to failing was a vote of 23-18.
