Israel's Post Employment Grievance List

An idea recently came up regarding employees who suck big time, and that leave companies desiring more to say the least. A Blacklist was suggested.
I don't think a blacklist is necessarily the only answer to the problem completely I will say upfront, but it is something we can try.
I have developed a listing program called the- Israel Post Employment Grievance List.
Here Company owners will have the opportunity to list employees names who have committed grievances against the company. Their is a simple rating system that the post will use to rate these people in regards to their grievances.
The post hopes this list will help Company owners have insight into what type of employee they will be dealing with if one of the people on the list takes employment within a company. Sometimes it may be more profitable to just fire them from the start.

what makes an employee bad? im rather new here and dont really know what is expected from an employee.. i switched my employers several times when i found some that pay better, does that make me a bad employee?
Flint i would say a bad employee is one who doesnt work at a high level of health or one who doesnt work much at all
...and what about bad emoployers?

I'd say bad employees are those who seem uncapable or unwilling to get their wellness above 90, who miss work days regularly, or who are called Lukard and have pissed off MrsJ (sorry, I couldn't resist)...
