Cause if it is, that sucks. Oh well, as a citizen of the new world since June '09, I've grown accustomed to eRep not working properly, it's just part of the game. The Chaos Mod. It represents the fact that in RL things can go crazy, and it's the best, most realistic Mod in the game so far.
