Inside the AFP: Corruption or not?

Maybe some of you know that AFP have organization named Philippines Navy and some just heard first time of its existence. After Smily132 resigned his positsion as General of Rangers and I took over. I got Navy account data and there was 333 Q3 and Smily said that's wrong account and the 333 Q3 weapons just stayed there. After I became the Minister of Defence I made a few changes - Marines get 10 Tanks (Rangers with +750 Strenght also) and Rangers who are below 750 get's Q4 or Q3 weapons. The biggest problem is that we don't have enough workers to produce Q4 weapons, so I decided temporarily we give Q3 weapons for Rangers. And I made horrible discovery - Navy organization don't have any Q3 left, if someone sell weapons - why I don't see money? I'm not blaming anybody who had access in Navy account, but how 333 Q3 weapons just disappear?

Dissolve the AFP and form militias? Independent from the government, but are required to fight for ePhilippines?

Most of the Military Orgs are just used to move supplies around and are completely inactive/ useless.
What happened to the book keeping that we had???
Apparently some greedy government officials took advantage of the soft policies of the government.
