Immigration Control: A Pointless Exercise

To those of you who frequent the eIreland forums, you may have come across a recent Dail Investigation into the conduct of Minister for Information and Labour TD, James Ferrin. The issue at hand was the illegal granting of a citizenship pass to one Vehk (who later emerged to be a Mannimarco Multi). It also became clear that there was a potential bribe given from Vehk to James, although this has been denied by the latter. Although the investigation at this moment in time appears to be faltering and it is clear that nothing will come of it, it brings up a question. Is there really any point in attempting to administrate the allocation of citizenship in Ireland?
I'm now going to sound like an old fart and go back to a time when the concept of Citizenship had just been introduced to eRepublik, in a bid to prevent Political Take Overs (PTOs) from happening within countries. It was nearly universally agreed that regulation was needed for Citizenship Passes and because at the time I was still actively contributing to eIreland, I came up with an intricate points system for use when allocating citizenship. It considered things like how productive they would be in eIrish Businesses to what their past positions had been within the game. The scheme was a massive and utter failure.
What ensued afterwards was a massive backlog of applications that had to be processed by a single Minister (my apologies to Darragh O'Faolain for the headaches he received as a result of my scheme). To add to this, many TDs (mostly forum inactive ones) were deciding to hand out the passes at their discretion, thus undermining the whole system. As a result of this, it was agreed that the points system should be abolished and that a simple history check would be the only thing needed.
So why am I brining up this ancient (by eRep standards) scheme that was doomed to failure? Because I feel that it didn't go far enough in its reforms.
For the most part, the system of citizenship has failed. Despite the fact that there are a limited number of citizenship passes per month per country, PTOs still happen on a regular basis and are a favourite tactic amongst alliances. The admins have never intervened against a PTO, with the exception of the Norwegian PTO, but even this was due to the President being banned for multis. Citizenship just doesn't work in this game. However, it is a game mechanic and as with many of the mechanics of eRepublik, why we may not like them, we do have to work with them.
So what am I suggesting?
I am suggesting (and not officially proposing, I'll make that clear now) that we completely abolish the Department of Immigration and any attempts to control immigration within eIreland. Will it leave us any more open to PTOs? Slightly but saying this, as of this moment, there is no reason that any alliance would want to PTO Ireland, we are strategically and economically obsolete. Will this change a lot of things? Definitely not, but it will leave us with one less thing to worry about each month and allow Ireland to have an open border.
In my opinion, the members of the Dail should be allowed to grant passes at their own discretion. I think that the elected officials of this country should be given enough credit to make their own judgements on applications. While this may seem a tad idealistic (and let’s face it, it's not exactly hard to get elected) I would like to believe that if someone has been elected by the people of Ireland, their duties should include the discretionary granting of citizenship.
While a very small issue in the greater scheme of things, I think that this is a reform that is needed in Ireland. While it shouldn't be at the top of Patton's to do list by any means, I think it should be an issue that is addressed this month.

You see the odd bad egg may get in with our system but with no immigration control it would mean anybody could get in from any country. Control is something we need for a stable Government.
I believe no points system is needed or anything else to a extent. Just somebody to do the easy job of looking every day or so and updating a list of which people can be accepted after checking backgroud (a 1 minute job).
Not hard, No complex legislation need, the control is established.

I completely disagree. The only thing currently wrong with the setup of the MoImm is that there is no retribution for breaking the rules.
Do you think any citizens would be taken if there was a 6 gold fine and a weeks banning from the Private Dail?
The answer is no, but until we make a consequence for those willing to break the rules the rules will continue to be broken.
Ireland is small enough to be PTO'd, lets not make it ridiculously easy for them!
Connell, Ireland is one of the only countries left in eRepublik that still administrates its citizenship passes. We would be at significantly less risk than a lot of countries due to our size.
Unrestrained immigration won't help. Make babies instead 🙂

I completely agree with you Theus. No one will really want to PTO Ireland, we're one of the least strategic countries out there. We've got no high resources. And it's usually the inactive congressmen, the ones who never check the forums who are the ones handing out these rougue citizenship passes. James is an excpetion, but still.
The more citizens we let in, the better off we'll be. Let's not be paranoid about getting PTO'd

Ask Bolivia how it feels to have every election under the threat of a PTO. I completely disagree with doing away with Immigration policy. You get people coming in with no regard for anything Irish. Hundreds of people can come in. They will take the government, and keep us out. When you can get hundreds of multis to vote for you the real people no matter how well organized have no chance at all to stop them. Yes the nations money is in private accounts but they will steal what they can. How many of you have built up a political party through hard work only to have it TOed and all your money and work be destroyed like that? They don't need any strategic reason to do this. They will do it because they can. Keep the Minister of Immigration.

Lets face it: PTOers are lazy. They dont spend months getting 1 person into congress, then passing citizenship proposals each month until they build up a force of voters. No. They just make multies. So will having no citizenship control prevent ptos. Yes and No. It won't actually make a blind bit of difference.
It will however help you keep out any rotten eggs who might or might not attempt to gain citizenship, but who arent pto'ers.

I wouldn't like the Department to be completely axed but it definitely needs major reform to optimize its effectiveness. There are a couple of fundamental problems with the system.
Firstly, the Minister cannot guarantee at all that TDs will cooperate with them. Also, the role of the Minister hasn't ever been properly determined. Well, of course he's meant to stop PTOs but I mean how should he go about this?
I think it should be put back into the hands of TDs for the most part but still have some person in place who TD can get to vet applicants if they find someone they're not sure about.

On a more serious note however, Ireland still is at threat from a PTO due to our size. I don't really see your reasoning that because of our size we're less likely to be PTO'd but if you want to explain you're welcome to.
I think the best part of the ministry is that we can no when a PTO is in the works. If there was no regulation on who TD's accepted, a PTO'er could get in congress and accept fellow PTO'ers without the government even knowing. Sure they can accept them anyway, but with regulation we can know that it's coming and take other precautionary measures to prevent it.
Yes, it is alienating people who are trying to be citizens here. I myself was going to go to eUK the very day I was finally accepted into eIreland (after two failed attempts).
I disagree. The MoImm is not hindering us in anyway and it is allowing us to (at least) monitor incoming citizens. I agree with Grainne's reply. Although we may not be strategically valuable people will always be after gold. Ireland could be a viable target because it has a small population and thus is easier to PTO.
With an active MoImm we can flag suspicious citizens and inform ministers.

Agreed, citizenship was implemented but in a totally wrong way, so the mechanics don't work at all.
It was an instant game flaw instead of the asset it should have been
