How did the admins calculate the NATIONAL DAMAGE needed for each milestone?

Personal missions is influence * apx. 500 to reach the 100% goal.
This means that you will need to use 5000 Energy to reach 100% or 720 Energy per day. This also means that everyone who maxes only their FFs will be capable of reaching at least 336% in seven days(you will get 50% dmg when you reach the 150% goal). Så til alle nordmenn, vent med å bruke godteribarer og slikt til dere får skade økeren ved 150%.
How did the admins calculate the NATIONAL DAMAGE needed?
First I made some calculations and comparisons based on erepublik.com info and egov4you numbers. This is what I found out.
I first ran an analyzes were I compared Estonia and Norway, I calculated total str, total rank, avg rank, avg str and 1 hit total dmg from every citizien in each country and compared ratios(all of these numbers is from egov4you so they are a few days old but should give a correct picture):
I removed the main numbers as I don't want to share our strength with everyone but they are not tempered with
Estonia is about 2.4 times stronger than Norway when it comes to strength and 1 hit q7 dmg, but their goal is just 0.42 of Norways. It is clearly no relation between the different numbers. So my next idea was this: Maybe they have calculated dmg needed from average daily dmg or something like that.
Here you can see that Norway actually do close to the same amount of dmg as Estonia on a regular basis, but this does not explain why Estonia has 0.42 of our goal as their goal. And it is the same with the rest of the countries, small to no relations between the numbers.
A combination of country strength and average daily damage can also not be the case due to all numbers going in Estonia's favor. The national mission can also not be the sum of personal missions since personal missions in only based on personal Q7 influence.
The last and most stupid solution is the only one left. The game developers might have chosen a random day or set of days, looked at the damage done in that period and multiplied it with some constant to calculate national damage needed. So countries who had high activity during the period they checked is fucked and countries with low activity gets free gold.

Its no pretty clear after some communication with the admins that the game developers did take the damage a country did in a certain period and multiplied it with a constant to create the national goals. National goals have therefor nothing to do with country strength, influence, number of players, number of kills, or any of those things that might sounds logical to use.
Quote admin "The values are based on the military activity of the countries."
Why is this so bad?
That is pretty simple to explain. The damage of a country fluxuate greatly from peace time to war time. So a country who had peace during the period the admins used to measure the "military activity" ended up with a low goal compared to their real strength and a country who was in a war ended up with a high goal compared to their real strength
A much more logical calculation of the national goals would have been to sum all the personal goals in each country

Another funny example is Finland and Germany.
I think you are right about the assumption that admins used data gathered in a spesific short periode of time. I find it not fair what we are presented as individual and national milestones here and would like our responsible mod and government to react officially about this by opening a national ticket.

Same type of missions you get on normal missions. Make a certain amount of damage and get a percent of that as rank bonus.

Personal limit is 500 Q7 hits.
That is 9,141,000 for me. My max hit was 18,282 at the beginning of the tournament.
If they looked at damage on specific dates, that could include a LOT of bomb and rocket damage, hopefully they filtered that out. That sucks, eCanada went all out recently and that would really push the target up artificially.
