Gifting in V1, a proposal. Suggestions?

Hello eUK-citizens,
In the past, the eUK had a unique system to get the productivity of the companies in our lovely country to the highest ranks in the eWorld. The UK gave the elected mayors the task to gift their citizens in their region. This system worked fine until V1.
First of all: there are no mayors anymore. The eUK is desparetly searching for so-called "NHS directors". If you want to volonteer, plz go ASAP to forum.erepublk.co.uk !!
But this is not the big problem. before V1 was launched mayors could check if a certain user was active. That depended on their welness evolution and the fact if they were regularly working or not. But in V1, we can't check if a certain user with a low welness worked that week or not. So we can't be sure if that citizen is active. But I figured out a solution. It's still in the "brainstoring-fase", but I want to share it with you. Maybe you have a nice suggestion...
The NHS director should creates an organisation. He should make sure that evry active citizen in his city becomes a friend of this org. If someone needs gifts, he/she can simple shout and the org will have an easy overview of who needs gifts.This give the mayors also the possibility to launch a newsletter. And by the way: this org can be passed to the next "mayor" if he/she steps down.
It will take some effort to message all the existing citizens, but I think it's a nice idea. Maybe we could include something in the welcoming message? Something like: "If you need help to boost your welness, search for the organisation called "NHS 'your region'" and become a friend of that organisation. Or maybe we could create a UK-administration: New users need to send a message to a central organisation and this org need to make sure that the regional NHS "mayor" becomes a friend of the new user.
I know that we can't be sure that they are working, but if they don't shout, they aren't active!

My suggestion was this:
the director for each region publishes a newspaper weekly like Relic did as mayor of nottingham. In this article you name all the active members of the region who need gifts, and the active members that don't. If you include info about this in the welcome PM that gets sent now everyone would find out about it.
If you are reading the media you are active enough that you most likely work every day. If you don't check the media/subscribe to the paper then why should the government give out free gifts.

@Tim I fully agree with your proposal as a "make-do".
We should also approach the admins to make lists of citizens available to our regional directors - I do wish we had continued to call them Mayors 😢 .
It was unfortunate that Dish's latest 101 article didn't mention the issue.
