Amb l’evident segrest i monopolització de les diverses institucions de l’ eEstat i la conseqüent baixada de la participació general, sobre tot, al outgame, vaig proposar una enquesta d’ opinió al fòrum per conèixer una mica que es el que la ciutadania pensa sobre aquesta qüestió.

Aquestes enquestes sempre s’han d’ interpretar amb cautela, ja que no es sap qui hi participa, quants i si es amb sinceritat o amb bona o mala intenció.
De totes maneres, es poden extreure algunes idees que poden ser útils o al menys informatives.

L’ enquesta está oberta indefinidament, peró a dia d’ avui, en 11 dies publicada, s’han votat 80 opcions. Com que les respostes son multiples i voluntaries, només podem concloure que han votat un mínim de 14 persones, que es el nombre de la opció máxima votada.

Seguidament detallo les opcions per ordre de vots:

ACTUALITZAT 17/09/14

1- Em sorprèn la opció de que la majoria hagi votat per la utilitat del xat IRC. Ultimament he anat progressivament deixant d’utilitzar-lo casi a diari, per passar-me de tant en tant, però rarament trobo a ningú. Suposo que la gent està decebuda però probablement en cas de que es reactivés, potser l’ utilitzaríem mes sovint o al menys en convocatòries concretes.

2- També em sorprèn aquest interès en l’ outgame, quan la participació al fòrum en els darrers mesos ha sigut escassa i limitada a un màxim de 15 usuaris, la meitat mes o menys amb certa regularitat.

2 bis- En aquesta resposta podem deduir que la majoria de votants te ganes i interès en participar activament en el joc outgame, lo que pot reflectir per una banda a aquells que no tenen opció a participar amb una certa regularitat però també aquells que ja hi participen però voldrien fer-ho amb mes intensitat.

3- Un nombre important de la mostra, afirma que el fòrum es o pot ser útil. Això demostraria que es una eina infrautilitzada per el motiu que sigui. Potser el propietari-administrador Naboal tingui quelcom a veure en el desinterès actual.

4- 10 8 vots de 14 pensen que estem en un sistema dictatorial i autoritari. També una majoria de la mostra. Suposo que tothom, quan ens referim a aquest tipus de sistema, estem pensant en el mateix: nabosferrerisme.

5- La meitat del votants son partidaris de canviar l’ organització del outgame. Es a dir, hi ha una paritat entre els que canviarien l’ estructura o les institucions de l’ outgame i els que mantindrien la mateixa existent.

6- Ja a la part baixa de la mostra, 5 votants estan conformes en tal com es gestiona actualment el fòrum, lo que significaria per altre banda que 9 estan disconformes.

6 bis- Igual en aquesta opció de deixar-ho tot tal com està. 5 ho deixarien tot igual i 9 farien canvis.

7- Finalment, 3 votants dels 14 del total de la mostra es consideren 2clickers, del que deduïm que no estan gaire interessats en participar activament del outgame. Això representaria prop d’ un 20% de ciutadans en aquesta situació.

La meva conclusió final es que l’actual sistema de govern, monopolitzat per un cercle tancat i reduït de participants, impedeix una major participació de la resta de jugadors lo que crea una situació discriminatoria. La gent vol participar, però no els deixen.
Des del PPCatalgipcià i les FAC al ingame, on des de fa mesos controlen el govern i aquests mateixos utilitzen l’ outgame per les seves accions partidistes i/o particulars, han creat una situació on aquell qui no està al cercle, es automàticament discriminat de qualsevol càrrec, iniciativa o acció.

Solucions?

-La primera i mes evident es apartar als causants d’ aquesta situació dels càrrecs de gestió i decisió, al menys, de manera temporal. Si es precís, possible i raonable, no votar les seves opcions polítiques.

-Promoure des del Ministeri d’ Interior, Presidència i vicepresidència primàries a congresistes (outgame si es que no tenim regions) i presidents del govern, regulant el mètode que s’ utilitzava abans. Incloure representants d’ altres opcions polítiques i egípcies als organs de govern. Pluralitat i participació.
Promoure debats i referèndums per tornar a aprobar una Constitució legalment, partint de la base del model original sense retallar per sferrer. Tirar endavant les lleis del Poder Judicial, llei de partits, del Parlament, la Assemblea del Poble i altres que s’ estan bloquejant des de fa temps.

-El debat, consens i aprovació de la llei del fòrum i del IRC que ja porta temps en debat al fòrum.
Promoure iniciatives des del marginat ministeri de comunicació, dotant-lo de fons, eines i capacitat per estimular la participació, tant als mitjans escrits ingame, com al outgame al fòrum i al IRC. Estimular la participació.

Per altre banda, cal prendre mesures i regenerar altres institucions:

-Tornar a obrir l’ accés, regular i reestructurar els comandaments i estructures de les FAC, coordinar-se i negociar les altres UMs del país accions i estratègies conjuntes de batalla.
Continuar amb les ajudes als camps d’ entrenament, subvencionar i recolzar els esforços dels lluitadors segons la implicació i les necessitats concretes del moment. Distribuir les ajudes a qui mes les necessiten.

-Recuperar el Ministeri d’ educació com a mitja per instruir i ajudar els jugadors amb menys experiència, així com per recuperar les activitats culturals i educatives en general. Dotar-lo d’ eines i pressupost.

-Estimular la economia dels ciutadans. Descentralitzar els recursos econòmics. Reactivar les ORG. Garantir la seguretat. Aquest es un apartat complicat ja que l’Estat ha perdut la oportunitat de destinar recursos al creixement del país a canvi de mesures populistes com repartir la major part del tresor. A mes d’una veritable transparència real, s’ha de aconseguir rendibilitat i eficiència.

- Potenciar les relacions exteriors.

Segur que hi han moltes mes idees i iniciatives, però totes passen sense dubte, per una profunda regeneració democràtica, per la participació i el pluralisme a tot eEgypt.
Continuar en la mateixa linea i el perpetuar aquest sistema no nomes ens impedeix créixer com a país, comunitat i Estat a eR, sino que crea desconfiances, enfrontaments i discriminació, no sols entre egipcis i catalans, també entre els propis catalans.
