No, it apparently doesn't. The nation of eJapan has CONSISTENTLY made decisons to benefit PEACE/Phoenix and consistently against the eUSA. This is no different. He doesn't mean to say that you are officially part of PHOENIX only that you purposefully attempting to block allied attacks on them. Also, the word of the eJapanese government doesn't mean much now a days so we have no reason to presume there is not an informal agreement between the two.
