Did you now that the country President has to present and have a budget approved by the 10th of each month in Australia?

2. The consolidated sources and application of all funds for the eAustralian Government as a whole will form the Budget proposal for a given month, which shall be presented to the Senate for approval by the 10th of the month. The Senate should then discuss and vote as applicable.

Australia have a few laws to allow things to keep moving. One of these is the budget. You see, all money transfers and expenditure have to be approved by Senate. As you can imagine, this can become a bit tedious.

The Executive thus create a budget which essentially lists everything they hope to do in their current term. Senate discusses and the Speaker takes it to a vote to approve the budget. Thus, most business is dealt with in one fell swoop.
If the Executive need more money, or circumstances change, they may approach Senate at any time to alter their budget request.

This is how we keep things moving. It allows the Ministers to get on with it, and let's us see the big picture in context instead of getting side-tracked by minutia.
