First of all, let me announce the answer of previous puzzle Cipher.
The hint is Take a step backward (BTW, it is also an old saying), like TigerG said, “take one step backward is all it takes to see the whole picture.” All you have to do is to replace each letter with its pre-order in alphabet (A’s pre-order is Z). You can do this replacement all by hand (since it’s not a long message) or write some simple scripts, just like Hostilian did. Hence, the messy code comes to “NORTHKOREAISAGREATNATION”. 😃
As President WittErer promised in the comment, he’d invite the one who got the answer first to a Q5 dinner with him. I don’t know if he’s done the offer yet, but thanks for the award, President. And thanks for participating, everyone. 🙂

However, I’d like to move a little further.
The encryption way in the puzzle is called Caesar’s Cipher. It is one of the simplest and most widely known encryption techniques. It is a type of substitution cipher in which each letter in the plaintext is replaced by a letter some fixed number of positions down the alphabet. The method is named after Julius Caesar, who used it to communicate with his generals.
BTW, I bet you must have heard of Caesar. Even if you don’t know him of history, you must know him in eRebuglik. Yes, the 1.49G guy, I doubt if anyone goes to him for boosting training.XD
Sometimes, we have to deliver messages secretly in or out eRebuglik. Then Caesar’s Cipher may be a good choice. If you want to learn more, just refer to wiki.

Man in Black
A train is carrying foreign investors to Pyongan. The foreigners will start their business in North Korea, thus they need to get citizenship. In order to prevent PTO, the congress sent an agent on that train, too.
This agent’s got some talent, he discovered a suspicious one who might be a PTO leader. However he’s got some flaws, too. He’s always fond of showing off his wittiness. Here’s the message he sent back to the congress:
“There’re four men (A, B, C and D) with different citizenship on the train. They dress in different colors. They sit at one table face-to-face. Two sit by the window, two sit beside aisle. It is known that THE MAN IN BLACK could be a PTO leader. And I also get the following info:
1.Russian passenger sits to the left of Mr.B;
2.Mr. A is in a brown coat;
3.The one wearing a blue coat sits to the right of Polish passenger;
4. American passenger sits opposite Mr. D;
5.Spanish passenger is wearing a gray coat ;
6.Russian passenger turns his head to the left, looking out of the window.
So far so obvious, you know what to do.
”
The congress got angry. This naughty agent mocked at the congress again. Sometimes they really doubt his loyalty to the country. The train’s arriving, there’s no time for riddle. Hence they came directly to you. Yet this was not too difficult for you to solve. So, leave your answer in the comment and explain why . Anyone is welcome to participate.
