If you read the Estatutes carefully (http://www.erepublik.com/en/article/came-to-rock-literally--2130482/1/20) it's a defensive alliance. First it tries to avoid war among members, and that's quite a lot, since it eases lots of tensions between Poland-Spain-USA in western europe. And secondly, thinking about EDEN, mainly, it offers help to avoid being wiped.

Another common purpose is to stay away from the Balkans wasp nest, Poland and Spain are very tired of wasting damage to no avail. USA, on the other hand, feels safer if CTRL protects it from those crazy and unpredictable balkanic.

what happens with low level allies and 'provinces' or 'occupied countries' ?
Well, the solution is simple:" Let's them stay obeying, silent and handy if some extra damage is needed".
