Crazy foreign policy idea

This is a stretch, because I know game mechanics and politics would both make this difficult. War is obviously necessary in this game. Yet without the alliances, war doesn't seem like a particularly great idea at the moment. Bonuses are also good.

My proposal would be this:

Friendly takeovers of our neighbors, or certain regions of their country. We could pilot this with one or two regions in one or two countries.

Essentially, we would need MU commanders, CPs, and PPs in both countries to all be on board for this to work. But what if Mexico could benefit from all of the resources that the U.S. has to offer, and the military protection that combining our two armies would have? All without entirely losing their political sway?

The way my proposal would work would be this:

Mexican PPs, COs, and CP agree not to resist us retaking regions. They also agree not to play politics outside of their regions, or approve non-US, non-Mex CS requests.

U.S. PPs, COs, Congressmen, and CP agree to allow cooperating Mexican PPs, COs, and CP to have citizenship, and to NOT RUN candidates (other than obviously blockers) in the region(s) we have taken from Mexico, and to assist the cooperative Mexican parties in winning those regions' elections. Essentially, we create territories out of Mexican (and eventually other countries') territories, allowing them autonomy, and access to the political, military, and economic benefits of being in the U.S. The tricky part, obviously, is that all 5 top 5 parties would have to agree, and to continue to act in accordance with this agreement. Thoughts?
