Congressmen deadlock on how to to divide up funds

With the February elections but a distant memory, it seems our distinguished congressmen have come to somewhat of a dilema - what to do with the region's 200GPB?
With Liam Smith and Anaxima silent on the subject, Sara_Droz has put forward the idea of donating it to Will Salmon, to be used for weapons for the Royal Navy, as the Ministry of Finance wants to know exactly how the money will be spent, which leads to another problem - the Northern Ireland Senate has no Senator for Finance to mark how funds are being spent - or indeed anyone interested in updating or even learning to update a spreadsheet so the public can see how their money - especially that in the Northern Ireland Social Benefits Office is been spent.
Current Speaker Jacen Moore, who initally set up the NISBO while in Congress has been somewhat silent on how it is run, or how the funds are being spent....dosn't the people of Northern Ireland deserve to know?

I was under the impression that regional funds were currently suspended due to a lack of wealth generally.

Good to see this paper being used to lambast, rather than offer insightful debate.
To update; Spending HAS been suspended, whilst the Senate discusses how to tie in Finance into an existing office, as some are not too sure a full department is needed. I have been calling for someone to take up the mantle, but none seem interested, so it seems this will fall under the office of the Speaker until such time as someone else steps forward.
As for how funds are spent, money going out of NISBO has been used to purchase food, and most money going in has either come out of the Congressional Duty, or my own pocket, along with some gold donations by various citizens (ie Congressmen).
