Join the new world

I just recently joined the eCzech forum and noticed that it is pretty inactive, from both citizens and congress members, which is rather disapointing, but anyway....Re_Niew posted a series of rules for members of congress to follow, and as he hasn't printed them in game I though that they might be of use, and generate some interest in the forum:

Dear congressman,

I have some ideas about our working method as the current is really caotic. I propose the following laws as the first points of Congress Rules:

1.Proposals
1.1:Ingame proposals-Every ingame proposal can be made anytime but the proposer have to make a debate area in this forum, add the topic into the ingame site and in the topic, write down the arguments. Without debate area, every congressmen have to vote no.
1.2😮utgame proposals-Every outgame proposals has to be posted in this forum with a poll. The congressman have to shout the proposal and the others have to chain-shout it to make everyone see the voting. For simple proposals, we need 50%+1 vote to accept, for modifying the Congress Rules and the Constitution, 66%+1 vote.
1.3😃ebate areas-Every proposal have to have one and the arguments should be written in english and czech language too.

2.Providing citizenships
2.1:Ministry of immigration-I propose making a ministry which cares about every citizenship approval. Every congressman can only accept the citizenship approval if the MoI accepted it first.
2.2😛roviding illegal citizenships-The congressman who provides illegal citizenships to players can be punished by withdrawing its right to vote in the forum.

3.Congressional assembly
3.1:Congressional assembly-In every Monday, an assembly should be held with the participation of congressmen and president. The president can choose the place but he/she has to tell it to all congressmen 24h before.Every congressmen have the right to participate and they can propose
-laws
-changes in the ministry cabinet
-creation of orgs/companies
-donation money for some reason
-modification of laws, Congress Rules and Constitution
-militarial changes
3.1.1-If the congressional elections or the presidental elections are held in Monday, the assembly have to take place in the following Tuesday.
3.1.2-Every congressmen have to appear for at least 1 assembly a month.3.2:Emergency assembly-The president's duty is to call every congressmen and argue with them in any case of danger. The congressmen should appear and form a judgment.

4.Outer voting method
4.1-As the forum is slower than the game, every congressman has to set up a deadline of 2 days for the validation and the possibility to vote for outer law proposals. Only the current congressman has the right to vote.

Drazí kongresmani,
Mám několik nápadů o způsobu naší práce, protože momentálně je to opravdu dost chaotické. Navrhuji následující články jako první body "pravidel Kongresu":

1. Podávání návrhů
1.1 Ingame návrhy - Ingame návrh může být podán kdykoliv, ale navrhovatel musí rovněž vytvořit diskuzní téma (debatu) na tomto fórum a přidat její odkaz na ingame stránku návrhu. V debatě je třeba napsat argumenty pro návrh. Kongresmani jsou povinni hlasovat proti návrhu, pokud k němu debata chybí.
1.2 Outgame návrhy. Každý outgame návrh musí být dán na toto fórum včetně ankety. Kongresman musí rovnež zveřejnit návrh pomocí funkce "shout". Ostatní kongresmani musí tentýž návrh rovněž znovu "shoutovat", aby všichni mohli vidět hlasování.
Pro normální zákony je pro přijetí potřeba 50 % + 1 hlasů, pro úpravu pravidel Kongresu a ústavy pak 66 % + 1 hlasů.
1.3 Debata – každý návrh musí mít příslušnou debatu a argumenty by měly být psány jak v angličtině tak češtině.

2. Poskytování občanství
2.1 Ministerstvo imigrace – vytvoření ministerstva, jež se bude mít na starost schvalování žádostí o občanství. Kongresman může schválit žádost pouze, pokud bude schválena ministerstvem imigrace.
2.2 Nezákonné poskytování občanství – Kongresmanovi jež poskytne nezákonně občanství může být odebráno právo hlasovat na fóru.

3. Zasedání Kongresu
3.1 Zasedání Kongresu se koná každé pondělí, rovněž za účasti prezidenta. Každý kongresman má právo se zůčastnit a může navrhnout:
- zákon
- změnu ve vládě (ministerstvech)
- vytvoření organizace/společnosti
- darování peněz
- úpravu zákona, pravidel Kongresu nebo ústavy
- vojenské změny
3.1.1 Pokud se se prezidentské nebo kongresové volby budou konat v pondělí, zasedání se přesová na následující úterý
3.1.2 Každý kongresman se musí zůčastnit alespoň jednoho zasedání za měsic.
3.2 Mimořádné zasedání – Prezident má povinnost svolat všechny kongresmany v případě ohrožení. Kongrasmani by se měly zůčastnit vytvořit usnesení

4 Outgame hlasovaní
4.1 Protože fórum je pomalejší než hra, tak pro outgame hlasování platí lhůta 2 dnů. Právo hlasovat mají pouze stávající kongresmani.
