THE CONGRESS

The congress is the house of representatives, it is the main legislative body of each nation. Unlike the government, all members of congress are chosen in elections. Inside the congress the representors discuss about military, political, social and communicative issues, most of the time in coordination with the government. The members of the congress are called congressmen. Each can propose 2 laws in a term, and accept a limited amount of citizenship requests. They can vote on any law proposal too. Any law needs at least the majority of votes in order to be considered accepted. Some laws require 66% of the votes. Some laws can only be proposed by congressmen, mostly financial laws. It means that if some country doesn't have a congress, its options to advance are limited. The amount of congressmen is changeable, it depends on the amount of regions owned by the country. Fully occupied countries cannot elect congress, which means that the country president has got all the power in the country. The congress also acts as the government's inspector as it has the power to impeach the president.
