Unless you've been living under a rock you'll know eCan is a small country in turmoil, Multiple invaders and just today a coup proves that this turmoil is going nowhere fast. The Executive has huddled together steadfastly agreeing to keep silent on whatever plans they may have and that is fair enough i can understand that need to keep their cards close to their chest.
On the other hand i believe there should be some level of communication within congress to keep congressional legitimacy alive ,We need to keep congress active and vocal otherwise politically the country is dead.
Which is why Dillan Stones stance is so troubling especially as he is the elected speaker for this term , The speaker is supposed to be an unbiased and neutral individual (a referee if you will) that not only upholds the laws of congress but keeps congressional communication flowing.
In the above link you can see him referring to ingame congress communication as trolling and pointless, this is not how the speaker is supposed to behave.
This isn't a personal attack (altho i'm sure it will be taken that way), I'm just pissed that we worked so hard to get congress working again and 2 speakers in a row have destroyed it all.

Seriously, you're throwing out accusations of bias, calling for my resignation, and now calling me out in an article because I won't start a secret group PM thread? You do know that anyone can start any group PM thread they like, right? PM threads are unofficial. Start one if you want, the CRoO neither requires nor prohibits them.
How is a congress PM (that we usually have) a secret group? I'm asking for communication and you're calling it a conspiracy so hell yes i'm calling you out.

Meh, Dillan Stone is a disagreeable hippie with no measurable sense of humour, but that probably makes him a decent Speaker of the House. As long as he can keep his clear and obvious bias in check.
What I see in that thread you linked is you trying to bait him by assaulting his ability to do the job and gracelessly twisting another person's words to fit your own arguments, and him not rising to the bait. If you had pulled that same stunt against McVicker, you'd already be banned and he'd have one of his "we need unity - everyone gang up on Maijal" sh*t-stirring articles posted.
While I admire your passion for character assassination, and am enthusiastically critical of the individual in question, I feel your attempt here lacks subtlety. Keep at it, though - over a long enough timeline, his patience may snap and you'll have a genuine complaint.

Dillan is doing a fine job. He can't ban someone based on assumption.
But if a congressmen think those assumption are enough to convince the rest of congress that he should be ban/blacklist, he can proposed a motion in this sense.
Personally, concidering DMV previous stance last month as Speaker, I would blacklist him.
The Speaker is supposed to promote activity in congress, but when we haven't got taxes to fiddle with there isn't much to be done. I'm sure people could take initiative and think of some things to do, but congress has always been apathetic in wipe situations. While it would be great if the Speaker pounded the pavement and got people active again, it really has to be a group effort. If the majority of those in congress can't be bothered to do anything with the mandate they have been given (and I mean anything...) then not even the Speaker can fix the problem :/
IMO, it's not the Speaker's responsibility to promote activity. I deem congress members are responsible for their own activity and thus, collectively, congress's activity. But since the Speaker is an elected congress member (by prerequisite), they are responsible for their own activity.

Don't think Dillan is the problem. The real problem si that, even if there is really someone leaking, there is no communication from Presidential room! He (Rylde) practice is deadman halloween costume, will 4-5 others are "making plans" to get eCanada on the map........
