congress news: PCP-proposal want to regulate the UK market

Yesterday, FruFru from the Communists proposed "a social responsibility contract". This is the proposal:
Employee's are only to be hired under one of the following conditions:
1) Citizen is working in a lower Q company.
2) If the citizen requests a job offer via PM.
3) Citizen is unemployed.
4) Hiring from a higher/equal Q company with explicit permission to do so from that company owner.
5) Special dispensation is granted from either the Chancellor of the Exchequer or the President.
Employee's are only to be fired under one of the following conditions:
1) The company has entered a period of financial uncertainty, and has reported itself to the Chancellor of the Exchequer.
2) The employee has been absent without leave for 3 or more consecutive days.
3) The employee has been absent without leave for 5 or more days in the past 14.
4) If an employee notifies their employer with minimum 48hr notice that they will be absent for a period of time up to 14days, their employer must offer to re-hire them after that period if able.
5) The company is about to upgrade Quality level, and the employee is no longer of sufficient skill. (Note that in this case, the employee should be referred to a lower Q company and the lower Q company notified by the employer undertaking the contract termination.
If an employee is fired for ANY of the reasons above, the department of work should be notified in addition to any other actions that should be taken.
Pricing is to be set within the following guidelines:
1) Price of goods is not be raised due to the company having the only product of that type & Q level on the market.
2) Price of goods may not be raised due to the company having a low stock level.
3) Price of goods may be raised to previous levels after a pre-determined length of cut-price sales.
4) Price of goods must be sustainable with current market conditions. If the company has entered a period of financial uncertainty, it must reported to the Chancellor of the Exchequer.
Upgrading of a company may only occur when:
1) The company is in a good financial state.
2) The company has sold it's previous stock down to less than 5 Units.
3) The company has provided details to all employee's to be made redundant of a suitable replacement job, and notified the replacement company owner.
4) There are less than two companies operating at the target quality level in the company's market sector.
Creation of a company may only occur when:
1) There have been less than two Q1 companies actively selling goods for 7 days in the sector.
2) The UK Government has not declared the market sector a 'Do Not Enter' zone.
- Latest Do Not Enter zones will appear in the BoE newspaper.
3) The creator of the company is able to immediately add a minimum of 100GBP to the company account.
4) The creator of the company has notified the Chancellor of the Exchequer of his intentions 24h previously.
5) The creator of the company is not banned from the creation of companies as documented below.
Sanctions
Sanctions are to take place when any of these rules are broken. They are as follows:
1) If any of the rules above are broken, the company immediately forfeits the right to all Government funding and subsidy(including refunds on over-taxation) until further notice.
2) The company will be placed on trial before congress, in a debate headed by the Chancellor and President, whereby both sides are documented.
3) If necessary - i.e. the company has sought to expoit the UK for personal gain, or sought to damage the economy - this evidence will then be presented to the admins, whereby the company becomes the property of the eUK government, and the user responsible is banned indefinitely from the creation of new companies in eUK.
Non-Signatory's
1) Company owners that have not signed this document have no rights to Government funding and subsidy(including refunds on over-taxation).
2) Government companies, the UK military and other Government-affiliated partners including mayors will never purchase goods from non-signatory's.
3) Union officials will notify all employees of these companies that they may be operating illicitly, and will recommend and aid the employee in seeking alternate employment elsewhere.

In congress we discuss bills, make amendments and then release the final proposal.
Please participate in this process.
Price regulation, restrictions for the companies, less higher wages because you can\'t be offered a higher salary when you have a job.
The aim of this is to keep our economy stable, and to keep the GM\'s from profiteering. Higher wages means higher prices for everyone. So i don\'t really think that you are losing out there. Restrictions on companies upgrading makes all the companies in UK more productive. What is wrong with that? Please discuss this so that we can make the best agreement possible

What is wrong with supply and demand? This is not the way to fight against monopolies.
If one company has a low stock and raises it prices, then will the other companies get there prices lower than that. So raising there prices is useless.
Proposals should not be printed in the press until they are accepted or even rejected!!!!
This proposal is currently not passing and there are some issues that need to be changed in it. This is not going to be the final legislation and even then it may not pass.
Please delete this article not for my parties sake as if you read my last comment on the thread you don\'t know all the facts yet but for your sake as it will be hard to trust congress when the release info before its ready.

The only way to maintain the economy, without simply hiking taxes up to 99% all over, and refunding certain GM\'s, which is no doubt going to cause uproar, is to use a simple \'give - take\' document such as this.
If you\'d rather we had 40 Q1 Food companies and no weapons production the next time we go to war, then vote against this by all means, but I cannot possibly see what people would be giving up.
You\'re in for a very rough ride PCP.... Although it\'s nice to see other countries trying to implement this sort of system.

this business unfriendly atmosphere is the reason I left the UK. Now I\'m a succesful businessman in the US and I don\'t think I\'ll be coming back anytime soon after reading this proposal...
Roeland.. you need to stop printing issues that are in parliament before they are even decided upon.
First you release your Belgian constitution devolution business before the voting is complete.. and then you release this, before the voting is complete.
If you do something like this again I\'ll have to ask Nelsaidi to remove you from the House of Commons board.
Before people say i\'m trying to stop freedom of the press - I would be fine with him printing this once the voting is over, unless the proposal was something sensitive (about our nation\'s security etc)..which of course this is not.

exactly, but the measures are wrong.
I personally also wouldn\'t have just copy-pasted the whole proposal. But I hope nothing is wrong with saying what is in congres debated. In belgium it happens allways like that, people have the right to be informed and media is very important for agenda setting in politics.
I don\'t see why the public can\'t be informed about a pending proposal. Isn\'t this supposed to be a democracy?
We are very open. If you look at Frufru\'s awesome articles you will see exactly what passed and what didn\'t. The point is that Congress has to vote on sensitive material at times and now its hard introduce it because you do not know who will just go and publish it online.
Shouldn\'t people be paid enough to eat? Good question. Peter Green doesn\'t think so.

Why can\'t a proposal be public?
In all democraties pending proposals are public. And I don\'t find UK-congress rules anywere saying that publising isn\'t allowed
I publish the whole proposal so that evry citizen can decide by their own. I like the articels of FruFru about the congress, but those articels could be influenced by his own opinions. I want to inform the public and I think that we should consider to publish the pending proposals in a special newsletter.

The reason Government proposals are NOT posted until passed is because of the bias the ensues from hearing a point of view out of context.
All this article serves is an attempt to rally people to your views.

Only a prevention on Profiteering. Inter-company competition and inflation and cost-based pricing changes are perfectly fine.

Nothing that will restrict anything they are currently doing, or anything they should be intending to do.

You won\'t need to with this in place... If you\'re not being paid enough, you have both a union to go to AND the ability to ASK for a higher paid job somewhere else. You could also still be hired by a higher Q company for a higher wage!
There\'s 3 ways you can still get a higher paid job, all of which are common.
Frankly, I\'m disappointed that someone in a position of trust has come out with this.

The reasons for privacy are simple. In this case you have attempted to post something that will cause a public disturbance. If the legislation is as bad as it seems then congress will not pass it and then you may post about how we where saved by the good capitalist congress that doesn\'t want to fork out money to feed the starving people. This legislation cannot be debated in a newspaper article and many proposals in congress change before they are accepted so to print one half baked gives off the wrong impression.
The second reason is war. War would go through congress but if you posted the poll before it was over our enemies would know about an on coming attack. Now this is just an example but there are many thing i would tell congress but could not discus when we have no control over who is listening.
Careless talk costs lives.

Congress is there to debate these things. If you want me to treat congress as 37 people who can only say yay or nay i will but in this country we have a bigger political system. Congress is comprised of some of the most experienced players and they have skills in many different areas. How is it possible to propose an idea that is complete without asking these people first?
There is also communication of ministries to consider. Although we try to keep all our info together some times the military may propose action which the foreign advisor has more info on. As they may not of asked each other before the vote the information may still be coming in during the vote. This is the main reason we allow vote changing while the poll is active
If you had read any of the threads on War you would know that we have very little time to act and so war proposals are usually very sketchy. After several hours of voting more info is provided about the war plan but if we don’t start the vote while the plan is being made we would have no chance of forming an effective response.
To sum up half done proposals allow people like you who object to the initial proposal to change it before it passes. Situations change and once you hear 37 different opinions I hope we can come out with a more informed bill.
No one is perfect but by consulting with the people elected to make these decisions we can get close.

I am almost totally against this PCP-poposal>. Just read my reaction in the house of commons. I think evryone need to decide for themselves what they think about market regulation and they have the riht to know that this is a PCP-proposal. If they are against this proposal, they can decide not to vote for the PCP anymore. If they like this proposal, the PCP will gain voters. Although this proposal could be changed, I will always oppose stro,ng market regulation, and I\'m not the only one
What can I say? True colours do come out in the wash after all! Not only do we have the Communists proposing a planned economy that taxes entrepreneurs out of existence, and coerces their employees to work elsewhere, but we have attempts to silence the free press and opposition that would make Joe Stalin proud, and from a party that claims to believe in transparent government to boot!

William. he is free to publish a completed proposal. But there are ammendments being made.
No other government has posted congress updates.
We are not planning the economy, we are regulating it. A planned economy would be us taxing all the companies except 1 per industry per quality out of existence.
@ Roeland. You just said I am against this. You did not say anything constructive, did not suggest changes, did not debate.

@William: you are right. Why shouldn\'t I hve the right to post the original proposals? This gives a better image of the parties we could vote for. The amended proposals are influenced by others...
As a citizen of the free world I expect to know what my MPs are getting up to, all of the time. I understand that some government business is of a confidential nature, and this should be classified and protected accordingly. Everything else should be public knowledge.
