Congress Inactivity or Not?

Hi kids!
As the new Congress takes their seats, could I suggest that you figure out some way to have discussion and debate? I don't care if you follow any special rules. Anarchists usually just do the mob rule thing, but at least they have goals and plans to carry out those goals. Last month or two has been pretty lame around here.

Debates should be conducted via Skype calls and whichever side yells the loudest wins. I expect it will be a significant improvement over the current state of affairs.

So they should or should not be voting "yes" for the war? It seemed the CP said we would have a war with them all this week.
It would be nice if Congressmen sought clarity before voting. We might need them to initiate the war.
That said, I haven't heard a peep out of DMV3, though he could have been out enjoying the day.
Congress was given no direction by the CP regarding the war. DMV clarified Ireland would be taking two of our regions to pro-long the war for the tournament. If we attack first, we would wipe Ireland within a day and be without a war for the tournament. This is simply a rogue proposal by a nooby congress member methinks.

I guess the next mystery to solve would be how 50% of Congress approved a rogue nooby proposal. We saw similar confusion happen with those Work Tax proposals in last month's Congress. The problem appears to be pervasive no matter who gets voted in.

We have figured that out. It's called the forums. It's widely ignored, though.
In terms of user-friendliness tough, the forums are just as unusable as a Skype call with 25 people in it.

No, I haven't. Still if they are yelling there is some type of communication going on. The only communication last month that I was aware of were people moaning about WT in comments.
No one's mentioned this but, if Congress is carrying on some backroom conversation that is not a security risk it needs to be posted in the public realm so that all can see. If not then the "new Congress" is becoming the elitists that they so despise.

There was some discussion about taxes the month before last. Lowering import tax and VAT to 1%, if I'm not mistaken. I don't think they went anywhere though and Congressmen were all over the place in how they voted in game on the issues.
Oh, and there was a proposal to lower the quorum required to pass a law. It didn't meet quorum. That wasn't a joke.

I'm glad something worked, that's a start. Still it would be interesting to see who said what in all the WT discussions. :/
Yeah, that would be interesting. I'm also not a fan of holding discussions behind the curtains.

Natster's proposal gets roasted after following what the rules of Congress allow (in-game discussions). I don't see the benefit in confining proposals to an area where less people will read what is discussed.
Okay, the forum is a great tool for organizing debates and archiving past proposals. Yet, only punitive measures are used to protect its legitimacy, while little effort is put into promoting its use among the community. Why not look at ways of increasing forum activity before cutting in-game proposals from the rules of Congress?

Seriously though, people used to play the meta game for all it was worth. I'm not familiar with what Canada's Congress was like 4 years ago but in the US they were dead serious. There were shady deals. There were private conversations leaked. Votes were bought. It was similar to the real thing. Man there were some hellacious fights on the forum. Not only were there bannings from the forum but people were censured from parties and MUs. "The rules" were strictly enforced but also a lot of yelling, name calling, false accusations, outright lies, etc. You had to wear a suit of armor to keep from loosing a chunk o' yer butt.
And then they had discussions, proposals and debate before it went to a vote.
Point being, all the extracurricular activities happened and were highly entertaining but business went on as usual. Chochi says above that some discussion happened on the forum and has been archived. So I should be satisfied?
Either someone needs to take down all the official business of Congress, however it is conducted, and then puts it somewhere (a gDoc for example) so that everyone can see what happened. I have no idea how you'd archive that for future reference. Or...
Do away with it all and go straight game mechanics. Congressman proposes in game and uses the "Discussion" link to supposedly lead to an article explaining what he wants. You have 24 hour to decide. Not really time for a debate but whatever. I the Congressman that proposes does it right he/she will have already talked to other Congress to gain supporters. If he proposes something stupid on a whim then commonsense will shoot it down.
All I'm saying is pick something, right now we have nothing.
I don't have a problem with using a forum, but that one and the people who control it have chased off too many people either directly or indirectly it'll always be hopelessly crippled.

What's a forum?
It is not that bad and not that good. The forum is not visited enough by congressman. But it is not use a lot by anybody no posting. When one is done it should be send by e-mail to the thread mail. Then there is no excuse
When I first came here there was some activity. There were interesting things to say and do. Finally got to the point I only went there for Congress. Sad to say, I am a moderator and do not even bother to log on anymore.
We could strip away all but Government boards with no problem. If the were used I would actually go read what happens.
