Interesting idea... even though it would end up in an endless war between commies and cappies and that isnt very realistic is it now?
Well maybe not, since the proposal was to have at least 60% of the population with citizenship on your side to even start a revolt.
Might be handy if someone were to 'fix the elections' so to speak.
