CertaCito - UKRP Candidate for East of England/NHS Prescriptions Scheme [Update]

After a certain amount of deliberation I have decided to stand for election to Congress - again.

I can confirm that I am now holding the records for the most terms of office in any Government within Erepublik and have the longest unbroken period of Congressional service!

Rather than producing a long rambling manifesto, may I refer you to my earlier publications here in 'The Mercury'.


Theme for this coming term are as follows:

SIMPLICITY AND BREVITY

Like many others who participate in Erepublik, I have a limited amount of time that I can expend on matters 'in game'. So, it is reasonably important that I should b able to process all my multitude of tasks as quickly as possible. Over the year and a half that I have been a citizen of eUK I have watched a whole series of Government Initiatives, some simple and straightforward, others complex and unwieldy. It is not really surprising that those that are easily comprehended and that can be implemented with little effort do tend to be those that suceed, whilst the verbose and and those that require considerable human administration do not.

I support the concept that if a piece of legislation cannot be read, absorbed and understood by members of Congress, then it should not be put forward. I have title this the 'CertaCito TWO MINUTE Rule'.


NHS PRESCRIPTIONS

The current Government have introduced a revolutionary (and quite clever) scheme whereby citizens with low health are shipped off to overseas conflict zones to fight in battle and thereby gain access to foreign hospitals. This IS cost effective, but does suffer from the disadvantages that it is complex to administer (and understand), does not hit all sectors of eUK population, and requires individuals to leave eUK for treatment. In addition, the effect of completely stopping NHS Gifting on our domestic Gifts industry has been devestating - with almost half the UK Gift companies being forced to cease operation!

To improve the situation I am proposing a NHS sponsored PRESCRIPTION Scheme. The way this would work would be that the eUK NHS would bulk buy Gifts which would be made available to the population at a subsidized rate. To be gifted under the NHS PRESCRIPTION scheme either individuals OR Companies would make payments (typically GBP 1 per health point) to their local clinic, who would then donate the gifts DIRECTLY to the patient.

In order to simplify the administration of this scheme, I believe that much of this system can be automated, the end result being a timely and efficient system that requires little human administration yet delivers health to the nation where needed constantly.

Should the nation suffer budgetary constraints (as we have over the past couple of months) the cost of running the NHS PRESCRIPTION Service can simply be controlled by raising or lowering the prescription price.
