Dear Citizens
I want congratulate there to new president Franz Kafka. He made successful campign and won. After elections he proposed me Minister of Social Welfare seat. I applied his offer and now I´m minister at his goverment.
But with starting of Franz Kafka´s presidency is there one new important problem, bureaucracy. It´s bad, because countries with bureaucratic leadership are less effective and bureaucracy mean there big problem for future.
I use two examples: 1. Franz Kafka made his new goverment. I have some problems with some peoples there, because I think they have not enought qualities to lead some ministry and some very qualified peoples are missing there, but it´s not important now. I was president for two terms and my goverment had 6 seat, Franz Kafka´s goverment have 11 seat. It´s almost 2 times more seat than was at my goverment. I don´t know, why we need Ministry of Inteligence and Communications (Terrible name-I have problem remeber it. Why we need it, everybody who have some seat should can speak. If somebody want tell something, just he should tell it.), Ministry of Education (it can do Ministry of Social Welfare), Secreatary-Financal Security, Deputy Minister for budget and Deputy Minister for bussiness. Just we don´t need these seats. We need small and effective goverment, nothing else. My goverment do the same with 6 peoples as Franz Kafka´s goverment with 11 peoples.
2. Former president Red Duck with former MoD Jan Khysl made organisation structure of our army. It was small and effective system. It contain three kind of forces, Czech Guard, Czech Forces and Czech Foreign Legion. New Minister of Defense Vaclav made new organisations structure of army. It contain defense and mobile units. The old system was very easy and everybody who see it at first must understand it, the new system is incomprehensible.
This article wasn´t against new president and new MoD, both are my friends, but I see, they do mystakes and I hope, they can repair these. Only countries with small and effective state apparatus can be strong. I hope president Franz Kafka will read my article and he will repair his mistakes.

Chtěl bych na tomto místě pogratulovat novému prezidentovi Franzi Kafkovi. Dokázal udělat úspěšnou kampaň a vyhrál. Po volbách mě navrhnul na místo minista sociálních věcí. Já jsem jeho nabídku přijal a jsem tedy ministrem v jeho vládě.
Ale se začátkem prezidentování Franze Kafky se objevil jeden nový a důležitý problém, byrokracie. Což je špatné, protože země s byrokratickým řízením jsou méně efektivní a byrokracie zde znamená velký problém dobudoucna.
Použiji zde dva příklady: 1. Franz Kafka sestavil svou novou vládu. Mám zde problémy s některými lidmi, jelikož si myslím, že nemají dostatečnou kvalifikaci na vedení ministerstva a naopak někteří velmi kvalifikovaní lidé zde chybí, což ale nyní ale není důležité. Byl jsem prezidentem po dvě období a moje vláda obsahovala 6 křesel, vláda Franze Kafky má 11 křesel. Je to skoro dvounásobek křesel než bylo v mé vládě. Vážně netuším k čemu je nám Ministerstvo inteligence a komunikace (strašný název-mám problémy si ho zapamatovat. K čemu potřebujeme tohle ministerstvo, každý kdo má nějakou funkci snad umí mluvit. Pokud někdo chce něco říct, tak ať to prostě řekne), Ministerstvo školství (jeho náplň může pokrývat Ministerstvo sociálních věcí), tajemníka pro finanční bezpečnost, Podministerstvo pro rozpočet, Podministerstvo pro podnikání. Prostě tyhle funkce nepotřebujeme. To co potřebujeme je malý a efektivní stát, nic víc. Moje vláda se šestmi lidmi dokázala dělat to samé co vláda Franze Kafky s 11 lidmi.
2. Bývalý prezident Red Duck a bývalý ministr obrany Jan Khysl vytvořili organizační strukturu naší armády. Byl to malý a efektivní systém. Obsahoval tři druhy jednotek, Českou gardu, České síly a Českou zahraniční legii. Nový ministr obrany Vaclav vytvořil však organizační strukturu novou. Obsahuje mobilní a obranné jednotky. Starý systém byl jednoduchý a srozumitelný, ten nový je ale nesrozumitelný.
Tento článek nebyl namířen proti novému prezidentovi či novému ministru obrany, oba dva jsou moji přátelé, ale vidím, že dělají chyby a doufám, že je dokáží napravit. Jen státy s malým a efektivním státním aparátem mohou být silné. Doufám, že prezident Franz Kafka si přečte můj článek a napraví své chyby.

Hear! Because you dont understand our new military system, from the other can understand it, and can be better than the previous.
Doorade: Yes, somebody have another opinion than me, but I just don´t understand to new military systema nd I think, I´m not alone.

I dont know, but its good system, and the important: we create a defense unit, because the congressman or the other citizen who shold remain at home, and a mobile unit, who can travel by home, and fight, like mercenaries, do you understand? its very simple
I am disappointed that you rubbish my ideas without giving time for evaluation. I want to give everyone a role who wants it. Everyone to feel the can have a say in how their government is run. Is that so bad? Please give some time to see how these changes work out rather than attack everything because i ease to think differently?

FK: You´re president, not "role-gifter". The presumption for giving seat are experiences not only interest to "be minister".
I csay only mi opinion. I not attack to work of goverment, I attack only to more bureaucracy at your goverment. It´s simple. We live at freedom country and there everybody can share his ideas.
The Minister of Communcations and Intelligence comment was just because you and I have never gotten along
XH: No, your ministry is only seat for nothing (or how Czechs say, for "two things-s**t and nothing"). If we have MoIC, we should also have "Ministry of Flowers and Frogs".

Ok now it is time to write a full answer to my critics:
1. You cry bureaucracy! As if somehow having more people to help with the task of government makes things difficult?
2. You cry inexperienced people! Because I give inexperienced citizens a role in government - but I put them under the guidance of experienced ministers. This is how we develop the leaders of tomorrow.
3. You cry uneccessary ministries! As if I have not thought through what I want these people to do?
Did you go look at my policy document I developed during the election campaign? Clearly not, because you act like I dreamt all this up the day after my election - when actually I had written about it for more than a week - you had plenty of time to criticise it during the election/
Did you look at the draft job objectives for ministers that I posted? Have you offered some constructive comments about how these job objectives can be improved?
NO - all you and Jura have done is attack my ideas. Not engage with them, not suggest improvements. Worse than that, you haven't really looked at the detail of my ideas - you've attacked the headlines, you've made assumptions about what the jobs entailed, that are totally wrong.
Please, please, please, please, please, please, please, please, please, please, please, please, please, please, please, please, please, PLEASE! Take a constructive approach. Don't try and sabotage my Presidency, just because the Czech citizen was not convinced to give you a third term. Engage positively - you have so much positive to offer. And come next elections, I'm sure you could make a case to be elected again.
This is the last time I plead with you. If you and Jura continue to attack me, it will be from outside of this government.

FK: koukám,že kritika byrokracie se trefila do bolavého místa, jak jinak se dá nazvat tvá reakce na radimův článek. Stačí přece jen jasně a srozumitelně odpovědět a né hned vyhrožovat vyhozením z vlády.
Mě osobně zajímá proč se zde napíklad nevyjádří Václav a nevysvětlí nám novou organizační strukturu armády-je to přece jeho dítě a jeho úkol jako ministra. Proč nám v naší malé zemi nestačí stary,ale jednoduchý systém??? Proč vytváříme složitou organizační strukturu když máme pouze malou armádu???
FK: I´m not attack to your goverment. I only see big mistake and tell my opinions. At freedom world everybody can say his opinions. When I was president you also said your opinions to my work. It´s OK, we both say only opinions, nobody impeaching president or sabotage goverment´s work.
If you want be good president, you must hear also critical opinions. Please, don´t make there "communistic unity".
Communist unity? All I want is for you - as cabinet minister to make your comments to me privately first, and give my ideas a chance to work. Where does 'communistic unity' come from? These labels are misleading and unhelpful.
FK: Why??? If I say public my opinions it will be better, because everybody can see what I think everybody can say, who from us have true. If I say my opinion only to yourself, you just have another opinions and it will have no result. I don´t want attack to yourself, I only want repairing mistakes.
I used communistic unity, because communist everytime punish saying public opinions. I´m not saying, you´re communist. I only think, if we live at democracy, we need hear opinions at public, that´s all.
In Czech Republic today - do the ministers publicly contradict their President? No.
In Czech Republic today - are they in communistic unity? No.
Ministers have a special responsibility to their government and must make their views, in the first instance, privately.
FK: Do you mean real Czech Republic??? If yes, you have a little wrong information. At Czech Republic exist political plurality and there ministers sometimes said they have another opinions than prime minister or president. And our PM and presidents have often another relations, but it´s not good example. 🙂
Yes, goverment must be in unity at basical questions, but every minister can say his opinion.

Polozim jedinou otazku ... nac vladu??? momentalne nas vladni aparat ma hodne daleko k demokraci. Spise bych to prirovnal k frasce, kde vladne burzoazni vrstva. Ministr obchodu? nac takova funkce? pokud by nahodou nekdy navrhl zvyseni dani, tak to stejne nikdy neprojde, protoze ti co sedi v tech pomyslnych kozenych kreslech nahore to nikdy neschvali, proc taky si snizovat vlastni prijem. A podobne bych pokazal i na dalsi obory. Dokud se nedokazem domluvit jako lidi a ne jako sobci, hrabajici stale pro sebe, tak se nikam nedostanem.
Daronel: ANARCHIE, ANARCHIE !!! 😃 . Ne, ale ted vážně, i přez naše předchozí neshody musím alespoň částečně souhlasit. Dost lidí si tu samozřejmě daně upravuje jak se jim to momentálně hodí. Faktem je, že občas je to asi nutný, ale osobně jsem třeba tohodle nikdy nezneužij, vzpomínám když GFkoCZ navrhoval zvýšení importu na gifty, tak jsem hlasoval proti, protože nevěřím v protekcionismus a podobný věci, byť by mi to zvýšení alespoň krátkodobě pomohlo.
Faktem je, že tenhle stav bude existovat do tý doby, než tady bude víc občanů, což je ale bohužel celkem velké sousto.

Wow, quite a discussion. I've already stated my opinion on this matter, so to repeat myself: I think that most of the new seats are not necessary. Ratio cizitens:government in eCR is the biggest in whole eRepublik.

also, citizens dont need to understand it. Only the Military people need to know how it runs. And we understand it perfectly.

I believe the only reason you guys are complaining is the fact that you lost an election, and the former MoD is complaining because he lost his job.
Stop it, its a new government and they can change whatever they want.

All I have done is improved the effectivness of the military by addint charts, and lists saying who is in what group.
The former MoD did not appropriately show any of this except "in a newspaper article"
I am far exceeding what I am to do. I am so far doing a damn good job, but, I am not doing anything no more because of people freaking out because "names are different"

Hell yeah, they do! The political system in the RL CZR is different than in this game though. The Prime Minister gets nominated by the President after elections, but he is pretty much doing his own thing in Poslanecka Snemovna. And the President gets elected by "congress" in CZR.
One good example of difference in opinion between "congress" and President is the European Union. If it would be up to the Czech President Vaclav Klaus, the EU would be cancelled completly. Another issue is global warming. Klaus believes that there is none, and if, that it will be solved by the free market.
Anyhow, I think it is nice to see various politicians discuss publicly issues, since it gives everyone a better idea on where each politician stands and on what is going on. On the other hand, I also understand that the in-game media are not neccessarily the best way to discuss each topic. The forums would seem like a much better way for such issues.
As for the Czech Army, I too am a bit confused with the different battalions there, but I don't really see a problem with it. First of all, Vaclav probably has more battle experience than all of us put together. Secondly, having an 'unit' which is called MOBILE makes sense. Soldiers in there will be mobile, and having different units within the mobile division makes sense as well, since there might be different assignments for groups of soldiers.
The old system made sense as well, but I don't see a problem with shuffling things around a bit, unless all mobile soldiers would be constantly abroad. That wouldn't be good as our markets need workers.
