Brave New World of Citizenship

Hello everybody!
Probably many of you have heard and / or read about planned implementation of the eRep citizenship module. Now it looks this is closer to implementation than ever before.
The main issue in a nutshell:
In about 2 weeks everyone will wake up as a „citizen” of the country where he / she is at the moment. I just hope, everybody will be announced with a 24 hours notice…
Newbies will automatically become the citizens of the country where they register.
From this point it will be as burocratic as in reality to get a new citizenship and get rid of the unwanted one. Basicly in order to get a new citizenship you need to have the vote of a local congressman, and a congressman will only have a limited number of votes (in case of Serbia: each congressman may vote to allow 17 new immigrants into the country during the 30 days mandate. The formula: 6800 citizens / 40 congressman / 10 = 17)
The citizenship module will give a new dimension to the corruption business! Sell your oil companies and buy passport printers!
Anyway...there are still some issues, which at this point are not 100% clear to me and I would use some examples.
Let’s assume Karnataka will be liberated and given back to India. (just theory, do not laugh!) What will happen with the average Serbian / Hungarian guy, who works there?
a. They will automatically become Indian citizens. Surely all of them would revolt, waiving their much more valuable Indonesian / Hungarian / Serbian passports.
b. They will automatically stay as Indonesian citizens. Surely all the native Indians who were waiting for this moment for 2 years will uprise and rage around and argue about biggest injustice in the world, and ask what else can they do in order to get their Indian Passports.
c. Everybody must submit a citizenship request in his old region, (but already in the new country) and wait until a congress guy votes for him (dreams!)
d. Everybody may decide on his free will which citizenship he wants to choose when the given region is being conquered. I will use another example to show the opportunity / threat related to this possibility: Serbia conquers Sofia region from Bulgaria, moves there some hundreds of soldiers. After soldiers are there, Serbia starts an RW, and all the soldiers may automatically become Bulgarian citizens. All you need is to wait until the 25th of the month…i know Serbia would never do such an action against Bulgaria, therefore I want once again to highlight: this was just an example.
Some funny questions:
1. Scotland is currently under Hungarian occupation. The liberation of the region is granted by contract, but it may happen, that citizenship module will be implemented too fast, so when the region will be liberated all the highlanders will become …Hungarians? Forever? Do they have to apply to UK citizenship one by one?
2. Serbian army is protecting French-controlled Illinois, but Canada conquers it back from the French and gives it back to USA with an RW. Question: What citizenship is going to have Lunatic 2903 when he wakes up in Chicago?
3. Being a Hungarian citizen located in Western Cape, Indonesia I am planning to apply for Serbian citizenship because I want to give my vote on Lipec. RW starts and area is conquered by the rebels. Am I going to become a South African citizen automatically? Hm…since it is no South African congress, I cannot bribe anyone to give me SA citizenship. Paralell to this Serbia is occupied by China, the country stops to exist. But the Serbian Congress still exists and one of my congressmann friends votes YES on my request. What will be my citizenship at the end of the day?
a. South African? – which does not have a congress…
b. Become citizen of non-existent Serbia? (just hipotetically)
c. Stay Hungarian?
d. Chiense?
e. Other

My favourite scenario is whena small-populated countries congress is taken over. From that time, TO-ers will receive citizenship, while ATO-ers won't.
Then with the presidental elections, the TO-ers will get the retreat button easily, and their country counquers the other completely.
What nationality will the old and new players of the unlucky countries have, and how will they be able to get any single one of them into the congress without the others being unable to vote, having been denied their new citizenship by their conquerors?

What about dual citizenship?
I have scrolled many articles in this topic.
The general impressions are:
-Small countries will suffer
-On the 25th of July all the traditional big TO powers will make their last "glorious" attempt to seize power in remote parts of world. But this time not the Congress majority will be the target, but to qualify in the TOP5 party and grab congress seats.
-Double citizenship will not be allowed.

@Von Seelard, The eRepublik Insider states that "There's a formula which limits the maximum number of granted citizenships to 10 % of country's population. So, in the USA each congressman can offer a maximum of around 35 citizenships/month, with the current population/regions configuration."
I don't think we need to worry about TO's as the country can only increase its population by a max of 10% per month through immigration anyway. TO's aren't likely.
You do pose some tricky questions, Montaigne. I think that as with any other new feature, the citizenship module will need some fine tuning. Overall, however, it seems to be a step in the right direction.
I have one:
I decide I want to vote on next elections in Serbia for my party - SZR. But I have Hungarian citizenship because I live and work there. I apply for citizenship in Serbia which has majority of people from SeS (or worse). Congressman knows I am not going to vote for SeS so he ignores my request. How am I going to vote (ever) in my country? 😃

what about new countries
Macedonia become a country, some Macedonian who have Serbian citizenship and participate in founding of Macedonia must wait and ask for citizenship from someone newborn? Or anyone can get citizenship in the first day so 300 Greec can TO Macedonia in the very first day?
@James Mackennon: it's not the USA or Hungary who will be in the downside of this feature.
It's the countries below the population of 500, and newly added (or liberated) states, who are potentially endangered.

As I can assume new countries will have a grim destiny at the beginning.
If citizenship will be automatically awarded only to those who have been born there, than the country will have no inhabitants and one neighbouring country will occupy it.
If the citizenship will be awarded only after 30 days of existance of the country, than that contry will be prime TO target for a group of noobs.
My recommendation:
Work hard on diplomacy and let your country be totally occupied by a friendly neighbour. When time comes, than liberate your country with an RW and try to recover your 1000 Gold as well!

Guys, I am not an admin, just a player like any of U, so pls do not blame me for anything!
As i can see the possibility for TO-s will not stop to exist, but it will be harder. Smaller countries will be possible to be TO-d, maybe on higher cost, therefore lower profitability, while countries with population above 1000 will be near to impossible to be TO-d.
Anyway: never underestimate the creativity of the people!
