Belgium Food Supply

As Minister of Education, I will like to start a new aid program Belgium Food Supply for short BFS.
The idea is to give players under level 40 food daily and the most active will get the most food I am plaining 50 Q5 food for less active and 80 q5 food for the more active players.
Two clickers will not be allowed to use BFS because we want to increase activity the minimum activity will be 500 experience points a week.
This form will be open for 20hours and we will take the number of patients and come up with a budget and add 15% for growth.
