The term weed is used in a variety of senses, generally centering around a plant that is not desired within a certain context. The term weed is a subjective one, without any classification value, since a plant that is a weed in one context is not a weed when growing where it belongs or is wanted.

In this context, the Shamrocks of Ireland when growing where it belongs or is wanted would see the Rose as a weed when it tries to over grow its bounds from the limits of where it is wanted.

Ireland shall be free and remain free from all forms of enemies, internationally and locally.
Ireland shall be controlled by its people through the political leaders they elect by ballot.
Ireland shall strive for economic growth and independence in the world market.
Ireland shall watch over its people, defends its allies, and aim to better the world for all of its peoples.

The Shamrock will no longer be seen as a weed. The Rose will no longer be known as a sign of control, merely as a passionate gift to a loved one. Shamrocks shall bath the countryside in a sea of green and blanket the beautiful land that is Ireland!
