This question has been plaguing eIndia for MONTHS now.
I had planned to talk about it, but forgot to touch the topic in my early edition of the Manifesto.
Thanks to Ashwamedh for bringing it to my notice 🙂.

What are executive powers?
-> Powers held by an executive.
In government, the president and his cabinet is called the executive branch. With the title comes powers too. Whenever any executive takes a decision without informing and consenting with the elected body of the country (Congress). He/She is using is executive powers.

What is the issue with it?
-> It is not an issue unless made one. Executive powers are a necessity and no government/Organization can function without them. But they can be misused or misinterpreted though.
Many times they are used to take decisions when the executive feels the congress will be against him. Many times they are used to take swift decisions which require national emergencies.
Differentiating between the two is all upto the person's judgment.

My take on it
-> I am going to be using executive powers, I can't function without them.
But I will make sure if and ever any executive power is used, the congress will be informed at alleviated pace. Then in most cases the congress will have the power to refute any decision if they vote against it, and the executive decision will be withdrawn.
The congress will have the final say in almost everything.
Executive powers will be involved in the following cases->
a) National Security is at risk.
b) Hung congress: The congress is split evenly at a decision, but something has to be done. So then an executive decision would be made.
c) Inactive congress: If the congress fails to respond appropriately to a pressing concern within 24 hrs.

Who has executive powers in my government?
-> All the top officials which includes the President, Secretary, Vice-President, Prime-Minister, MoX, MoEA, MoHA, MoF, MoD, TnC head, NPF head.
They all don't have equal powers, which I will explain here->

(Every higher authority also has the executive powers defined in the ministry which they directly head)

1) President: Has ALL executive powers.
2) Secretary: Has ALL executive powers(can only use them if he gets no response from the President within 6-12 hours)
3) Vice-President: Has executive powers over the Defense and the External Affairs (can only use them if he gets no response from the President or Secretary within 12 hours).
4) Prime Minister: Has executive powers over the Finance and the Internal Affairs (can only use them if he gets no response from the President or Secretary within 12 hours).

5) MoX: Has complete executive powers in the expansion dept. (can only use them if no response from the top 4 within 24 hrs).
6) MoEA: Has executive powers over diplomatic relations and modes of actions with other countries (can only use them if he gets no response from the President, Secretary, Vice President within 12 hrs).
He can take a final decision on any military related issue if he consults with the MoD. (No response from the top 4 within 6 hrs)
7) MoHA: Has executive powers over any of the three branches under him: IWC, IFA, CM.
He has no wait period (but President, Secretary or Prime Minister needs to informed ASAP)
😎 MoF: Has executive powers over the operation of any company under the government. Has the authority over all the funds of the government. (No wait period for any transaction under 100g, for anything above needs approval of president or PM)
9) Mo😨 He can take a final decision on any military related issue if he consults with the MoEA. (No response from the top 4 within 6 hrs). Has the executive powers to deploy the Indian army as he wishes (No wait period).
10) TnC: He will have total executive powers over the funds allocated to him.
11) NPF hea😛 His executive powers will entrail Approving/Disapproving any incoming Immigrant requests + Banning any suspicious person in the forums.

All the Ministers will have to post in their specific forums with their reasoning as soon as they make any decisions.

Wage Structure:
I talked in my manifesto about wages for government officials, Here's how its gonna look like.

Job Tiers->
Tier 5: VP, PM and Secretary.
Tier 4: MoEA, MoHA, MoD, MoF, MoX.
Tier 3: (Heads)IAF,NPF,TCA,BEA,CBI.
Tier 2: (Heads)CM, IFA, IWC.
Tier 1: Citizens Mentors, Assistants, Committee members.

Tier 5 -> 30 INR a week
Tier 4 -> 24 INR a week
Tier 3 -> 17 INR a week.

Tier 2 was going to have wages, but I have decided to allow Tier 2 to be off the government payroll as their decisions do not affect our diplomacy. Hence they are free to join AHF,

Tier 1, can't be paid because of sheer numbers in the tier and the insufficient funds in the government.


National Goals
Because of this new introduction, I will spend some time telling my goals:

- Economy: Increase the GDP by 10 %

- Society: Increase the population by 10 %

- Military: Keep current regions (edited)


I have a low GDP goal, as GDP calculations are very skewed in eRepublik.
It shoots up and down depending on gold spent.
So if we create a Q5 company right now, the GDP will shoot up.
Our GDP was around 450g last week and is 360g right now. I have no idea what our actual GDP is, hence commenting on it is not really feasible.

Society goal is 25%: This is more than any eIndian president has managed in the last 6 months. Though the last term doesnt count because majority of the new citizens are multis.

Military: My target is to give India their last 2 plausible regions, not through wars, but through diplomacy.

Gold Rush:

I need a team of 10 committed members. This is going to be the MOST VITAL job in the government.
Their duties will be explained to people when they apply.
This wont be an official branch of the government, so these 10 members can be AHF members too.
