Are Platos recommended prices slightly wrong? - Problems with selling to Plato?

I have 13 export licenses and I have done some extensive testing, and in some cases, Platos recommended prices seem to be slightly off. For example here in USA he will buy Q5 weapon for "Rec. Price + VAT", but he wont be buying Q2-4 weapons for the same formula.

I have noticed the same problem in other countries. In some cases he is buying for "Rec. Price * (VAT + Imp. Tax)", while in other cases he is not. For example, in South Korea his recommended prices are set to 32.90 for Q5 weapons, but he wont buy even if you try to sell it few cents cheaper.

Anyone else with similar experience?
