AndraX2000 Minnesota, USA Congressional Platform (June 2009)

Day 581, 01:38 Published in USA USA by AndraX2000
Platform Summary

The eUSA has three great challenges to overcome if we are to become an eRepublik superpower. The first challenge is that our military strength is much too low for the size of our population. The second is that our citizens do not accumulate wealth at a fast enough rate. The third challenge is that we are not the dominant force in world politics.

Fortunately, there are solutions. As Congressman, I would support the current military reform and reorganization, as well as the creation of new military programs to maximize our limited resources. I would push for continued funding and development of Department of Education programs that will help players learn how to make money, achieve high wellness, and start successful businesses. I would also propose a coordinated diplomacy and media effort to gain the goodwill, trust, and support of foreign nations.

I believe that eUSA citizens should be rewarded for their efforts and talents. Whether the talent is economics, programming, or even just good organization, we need citizens to help make our nation successful. These dedicated citizens should be compensated for the effort. As a Congressman, my first goal would be to institute a grant program where citizens who put in extraordinary effort for the betterment of the eUSA are rewarded.

Congressmen and Congresswomen in eRepublik have two major jobs.

In Game Voting

The first is to propose an vote on in-game issues. There are only a few laws that a Congressman may propose. Here are my thoughts on each.

Tax - I will not support tax proposals that lower income tax or raise VAT. Our taxes seem high, but they keep our Military and Social Programs running. I support low import taxes on both raw materials and manufactured goods, but believe that each industry is unique and taxes should be set according to current world economic conditions.
Issue Money - This is needed to keep our dollar stable. I will vote for issuing money at the rate needed to keep the dollar at 0.02 Gold.
Donate Money - These are normally just transfers to the Congressional Budget Office. These are needed to keep all of the programs funded.
Citizen Fee - Raising the citizen fee above the minimum only drains money out of the economy. When a new player quits, the money they have is no longer in circulation. Unless the admins change the game, I will always vote no to a raise in the Citizen Fee.
Minimum Wage - The minimum wage is set at the minimum for the same reason as the citizen fee -- there was never any good reason to raise it. And now that Q1 food is less than $1, there are no bad reasons left either. I will always vote no to a raise in Minimum Wage
Impeachment - Only if the President is stealing, cheating, or stops playing.

In addition the president can propose the following for Congress to vote on:

New Citizen Message - I think that a shorter, friendlier message may help in education and retainment.
Buy Building - The current development plan is still sound, even with the recent developments in the world.
Alliance - Although alliances are expensive, they go a long way to fostering good will. A month after Romania pulled back, there is still a power vacuum in the world. I expect that some smaller nations will start to come into their own in the next few months. It would be wise to carefully consider alliances with these nations. We must foster good relations with Peru.
Declare War / Propose Peace - I will always evaluate these on a case-by-case basis. I do not think we are yet prepared for a sustained war.
Trading Embargo - Embargoes do very little unless multiple nations all embargo a country that does not have high regions of grain. I feel that it is unlikely that the politics of the world will stabilize enough in one month that we could participate in such a coordinated effort.

As you can see, there are not many in-game items, but they do interact with the economy in important and complex ways. As your representative, I will always seek to understand these complexities before casting my ballot.

Out-of-game Service

The other major job of a Congressperson is to propose and vote on out-of-game legislation. These votes are what create and maintain programs such as Meals on Wheels and the Mentoring program, determine the budget for the Military, and forge treaties with other nations. Senators also serve in committees, and in come cases, administer programs.

As your representative, I support the maintenance of existing social programs such as Meals on Wheels and Mentoring. I believe that even more effort needs to be made in education and retention of new players. I would see an increase of 2% retention as a great success. I would also like to see a 5% increase in average Wellness. I believe that with a coordinated program, organized by congress and overseen by the Cabinet, we can make such increases.

I support a strong military. The military is currently undergoing reorganization, and I support their efforts. I also would like to see redundancy added to the military structure. Currently, inactivity of a superior officer can cause huge breakdowns in communications. I also support studies and test programs for new types of warfare, be it ways to maximize damage per dollar, or organization of economic saboteurs. The USAF was a great success, and more effort and funding needs to be put into developing additional alternative methods. In addition, I believe that we should attempt to repatriate high-strength soldiers that have left the eUSA.

All of these improvements hinge on the creation of two programs. First, we need to compensate our citizens that spend multiple hours each week administering these programs. The compensation package I would propose would not be available to the President or Congressmen, as we are compensated by an in-game achievement for our time. However, many of the programs are run by people who are not holding office, and some of them spend more than 5 hours per week helping out. I would propose compensation based on hours of work. Second, we need to fund development of out-of-game tools, including spreadsheets and custom programs, that will help our services function better. While some of these tools already exist, much more could be done. For example, a web program could be built that would allow the General to automatically send communication to all Senior officers, who would simply follow a link to automatically relay the orders to their units. A program could be designed for Meals on Wheels which automatically vetted whether or not a citizen qualifies for the program. By automating tasks like these, these programs will become more efficient, and our country will improve.

Of course, these lofty goals will require a Congressman with a fresh perspective. One who is willing to work together with all parties, and holds no prejudices. A representative who is willing to speak his mind in the forums, on IRC, and in private. One who is available to work, can put in long hours, and in tenacious. He must also be able to humbly communicate with the Presidential administration and frankly with the citizens. I am that Congressman.
