An Article on the influx, it's consequences and how to manage it

Alot have you may have noticed the state run companies now have a huge number of employees. These employees are sent to work in the private sector at or around Skill 3 should they reach it, or fired after 3+ days of inactivity.
Admin has been advertising using Google Sponsored links, one of the countries he has targetted is Ireland and anyone with an Irish ISP has eRep ads in their google ads allocation for this past week or 2.
We now have a population of 1,224 including 57 new citizens so far today

This is great, but an unfortunate side effect is we have a huge influx of people who join our great nation, have a quick look at the game and stop playing almost immediately.
The game awards XP as follows:
Obtain a job 5 XP
Upload an avatar 2 XP
Work 1 XP per day
Eat 1 XP per day
So as we can see, it takes 2 days of work to reach 10 XP, and 1 week of work to reach 20 XP
Our current population is made up as follows:
People with 0 XP - 204 citizens
People with 1-10 XP - 365 citizens
People with 11-20 XP - 201 citizens
That is a staggering 770 people who have not joined, uploaded an avatar and worked for a week yet, the vast majority of whom have already quit the game.
This is not a bad thing, as we will certainly add to our population, signs indicate 3-5% of new players actually stay for more than a week or so, so we will definately add some valued new members of our community. It does however mean our system is currently getting clogged up with alot of dead wood.
The best way to deal with this is to employ all new comers in the state companies and fire them after a 4th day of inactivity. This ensures ALL new players have a job, and the ones who stick at it are released to the private sector at Skill 3.
Any private company who needs workers can just advertise a job at 0.01IEP more than the state companies which is 5.01IEP atm and they will have their jobs filled within the day. I hired 20 new players yesterday by this method, all took the jobs within a couple of hours.

an idea to make these new players active is to create a sorta of competition for them. for ex, 10 old players gather togeter and start sending messages to those with 0-40 xp. messages will be an invite to join an Erep sorta of School where they will have a teacher (one of the 10 old players). you can create a specific forum outside erep for the students and teacher, or some of them may use messengers. Each teacher will have lets say 10 students, thats 100 players in "school" Then you split school in phases, and you give them homeworks on points(buy food, read media, etc) at the end of all phases, the x highest new players win a q1 house. for more details, if you're interested PM me. (i have the classes and phased in a wordpad, for ex)
forgot to say in addition to making them more active and competitive, they will form a nice community.
this project has been tested, and it works well, if the teachers put on it some of their time.
