You can get Wellness used in fighting back by using a hospital. As long as you only fight as many times as your region's hospital's quality. To be able to fight most often, move to Kyushu, Kanto or Hokkaido, as their hospitals are the highest quality. Buy the most expensive food you can afford to get your Wellness up and don't worry about weapons until you have your Wellness close to max. Then buy as many Q1 weapons as you can afford while keeping Wellness at or close to 100.
Fighting is ESSENTIAL to level your citizen up efficiently. The key is living in Q5 hospital regions. For eJapan that would be Kanto, Hokkaido, or Kyushu. Fight NO MORE than 5 times in any 1 single day. After doing so, heal at your hospital (viewable on your Country Admin ---> Society ---> Region you live in).
Remember, 5 fights = 10 exp. Working/training = 3 exp.
If there's a war open, get your 5 fights in.
Listen to the advices given by your welcome mail and posted in the forum instead of such newsarticles.

Advice FROM new players?
Fighting is important for newbies to get stronger and helps them level up so they can vote, run in elections, increase their military rank, and unlock other features as well.
If you stick to the quick guide that Sugawara posted, you'll be okay. Don't hesitate to ask people questions, either.
