Why havent Rusty, Kattiaa or Machiavelli have a Minister of Community?

Do we have no Minister of Community because they took the separate funds of the "community" for years considered sacrosanct and exempt from government control and used it in government?

If yes can we expect them to refill the community vaults? These funds where used for community related competitions.

is it democracy if a certain person decides who is in congress threads and regularly bans her enemies?

for example this was proven by a DNA scientist that most DNA studies was conducted on white males in their 50's or 60's. So by studying ethnic diversity wont the solution to most sicknesses be found.
