A message from the Speaker of the House

Day 944, 18:06 Published in USA USA by eUSA Congress
America,
We are swiftly approaching the end of the 30th congressional term of the eRepublik congress, and thus I thought an overview, from the Speaker’s point of view might be of interest to you all. Warning: this article may contain British English, facts, and occasionally logic.

This article is going to basically be an overview of the last month in congress; our successes and failures alike. I’m going to begin with a piece of legislation I pushed through that shaped the entire term; the Slash and Burn act.

Congress’ books of legislation were fragmented. They were about as user friendly as a bear on crack, and about as useful in many cases. Spread across approximately a billion subforums on the US forums, they were about as easy to understand as someone from Scotland. Alright, I’ll stop with the metaphors for now. My point is, that the works of the last year were a mess if one wanted to browse for a particular bill on a particular issue. The system wasn’t working.

Combine that with the fact that the impending changes that V2 will bring to the game, and not only is all of this legislation almost impossible to find and navigate, but it would become obsolete or require changes in the future. It became not only the logistical, but efficient choice, to remove it all, and start again. Discussion and proposal threads can be found here & here. Vote can be found here.

Constitutional issues
The constitution and congressional code; spread across several amendments, four or five forum posts with various parts crossed out, added, messed around. Upon my ascension to speaker, I intended to read through it fully, so that I could do the job better. I tried, but it was nigh on impossible to actually make heads or tails of the mess that it was.
The results of this can be seen here, here & here. I encourage you to read through them to acquaint yourselves with the changes that will most likely be implemented in the next congress. Why not this congress?

Congressional inactivity and the closing of the doors
This month’s congress has both done a few things, but at the same time, has actually been one of the most inactive congresses in anyone’s memory; even dinosaurs like Cromstar. Quorum, which is based on a weekly sign in thread on the forums, reached lows of 12 and 14. That means, out of the 50+ people elected, less than 30 bothered signing in. The peak of this was when a 24 hour vote gathered 10 votes, and failed due to quorum.

As a result, I took the unprecedented step of ‘closing congress’. Met with a mostly positive reception, given the circumstances, this essentially means I will not be moving any proposals to vote, and will not be asking congress to do things until the 26th. I see no reason for the few active amongst us to waste our time, with the situation as it is now. For the player at large, and, well, everything, this has an affect on the day to day running of the eUS of about 0. Depressing that congress matters so little, but c’est la vie.

These are the main things of the last month or so; I will be continuing my work as speaker for the next month, so look forward to a hopefully more positive article this time next month. If you have any queries, suggestions, or anything really, send me a message. I’m terrible at replying to PMs, but I do read them.

I am Dio. You are Dio. We are Dio.
Necrosis, Speaker of the House.
