Come on we have been through this more times than I care to remember. I jumped into my 2-click-outfit around V2 and one would wishfully think that the admins now after 1,111 days of the New World would be able to stop the multi-farming abuse. But who are we kidding this is apparently a crazed desire.
I spend a lot of my time writing routines and scripts and one of the essential issues is always to ensure that your program is stable by implementing a series of control parameters. When we look at population growth in accordance with national average spaced by elections, it doesn't take a freaking genius to see when one of the smallest nations is subjected to a pTO just by looking at the numbers. But this is an issue that the admins don't really care about and they probably have some admirable excuses.

To raise the flare of Vikingnism a solution could be to propose that only vikings [citizens born unto our frozen soil] would be able to run for presidency. This would however suck a fair amount of balls since we have always prided ourselves on being an open nation, providing the opportunity for any person to contribute politically to our state.

A law could be implemented that states that any candidate for the presidency needs to be approved by the congress. Unfortunately this is very unstable in the event of a pTO of the congress itself.

But really the only thing that would be easy to establish within the game itself, WOULD BE TO FREAKING STABILIZE IT !!!!!!!! Look at this chart and tell me that there is no possible solution for dealing with explosions of multi accounts of this magnitude.
