1. Neglected/ignored/underappreciated
Citizen can wear many hats in a country: emplyoyee, businessperson, errand-runner, soldier, babysitter, etc. When it feels more like a servant than a citizen, that’s when they could stray. The fact that they spend most of time at work or on training course gives double reason to seek attention elsewhere. So goverment can aprreciate all selfless deeds and give their citizens more activities.


2. Emotional withdrawal
Citizens are emotional beings. Not only do they need physical support, but they also need emotional support. Once defeated in election, sometimes people sees it as a sign that things are through and a new kind of adventure is waiting. No, they're not really give up, just moving on. Power sharing and Q5 gifts could avoid this.


3. Exit strategy
With so many pressure around and cannot do anything to relieve the tension, PTO can break the ice. Power is always dangerous. Power can attracts the worst and corrupts the best.

4. Payback for past wrongs
Anyone can rat, but it takes a certain amount of ingenuity to re-rat.
